Mr. Lopez has carved a remarkable career path, marked by significant contributions to national and international financial institutions. Currently serving as a consultant with the Inter-American Development Bank (IDB) in Washington, D.C., he has dedicated the past five years to addressing climate change through digital initiatives within the Ministry of Finance. Mr. Lopez’s commitment and expertise in policy response have been instrumental in shaping strategies that align with global environmental goals.
Before becoming a consultant for the IDB, Mr. Lopez was the vice president of the secretary of knowledge from 2020 to 2023. During this period, he leveraged his extensive experience in financial governance and policy development to enhance the organization’s efforts to improve lives in Latin America and the Caribbean as a leading contributor of long-term financing for economic, social and institutional development.
From 2018 to 2020, Mr. Lopez was lauded as the minister of finance, where he adeptly navigated the challenges posed by the COVID-19 pandemic. His comprehensive recovery plan was pivotal in stabilizing the country’s economy within a year, showcasing his ability to lead during times of crisis. Before this, as president of the Social Security Institute in Paraguay between 2014 and 2018, Mr. Lopez successfully secured funds for social initiatives, completing over a dozen hospitals nationwide.
Mr. Lopez’s tenure as executive legal director at Itaipu Binacional from 2013 to 2014 came after his role as a senior adviser to the executive director at the International Monetary Fund (IMF) between 2012 and 2013. His contributions at the IMF in Washington, D.C., allowed him to influence global financial policies. Additionally, Mr. Lopez’s time as a private legal consultant in 2012 gave him valuable insights into private sector dynamics.
Earlier in his career, Mr. Lopez was active on the board of directors at the Central Bank of Paraguay, a leading institution that manages monetary policy and financial stability, from 2007 to 2012. Here, he developed systems to combat money laundering and terrorist financing, working closely with international bodies, such as the Financial Action Task Force, where he served as the president in 2011. As a general counsel for the Central Bank of Paraguay from 1998 to 2002, Mr. Lopez played a crucial role in recovering misappropriated funds through litigation efforts in New York. Between those years, he was a partner at Parquet and Associates in Paraguay between 2002 and 2007, serving clients in the public and private sectors on various legal matters.
Mr. Lopez’s academic background includes a Master of Laws in international law from Georgetown University in 1988 and a Doctor of Jurisprudence from Our Lady of Asunción Catholic University in 1986. These academic pursuits equipped him with a robust understanding of international legal frameworks and financial regulations, which have been integral to his success.
Mr. Lopez is committed to focusing on his home country, Paraguay. He aims to address social inequalities and eliminate informality to ensure that Paraguay can fully benefit from its economic prosperity.
