Carlos Otaola Perez, Founder and Chief Executive Officer at Urban Technologies Fund, has been recognized by Marquis Who’s Who Top Executives for his dedication, achievements and leadership in finance.
Mr. Otaola Perez has become a leader in the finance industry over the past two decades, where he now focuses on strategic investments that are shaping the cities of the future. Since 2022, he has led Urban Technologies Fund in Miami as founder and chief executive officer. Under his leadership, the fund has become known not just for its investments, but for the way it brings people together. He has a knack for connecting the right individuals—helping founders, operators, and decision-makers sharpen their focus and grow their impact. His work reflects a belief that strong relationships are just as important as smart capital.
As part of his continued commitments, Mr. Otaola Perez focuses on investing in founders and transformative solutions in the Global South while collaborating with startups to drive innovation and growth in urban technologies. Striving to reimagine Latin America, Urban Technologies has supported transformative startups like Protein Capital, GoLike Media, CookUnity, and Vikua—a civic tech company working to modernize businesses and public services through data-enabled applications, where he also serves on the board. His portfolio also includes Wawa, a rapidly expanding employee benefits and mobility platform for workers across Venezuela, Colombia, and Guatemala with expansions planned for Mexico, Ecuador, the Dominican Republic, and Peru.
Before launching Urban Technologies, Mr. Otaola Perez founded Stingray Global Corp in 2020—a derivatives-focused hedge fund with a bias toward tech—which he continues to lead today. Prior to that, he spent over a decade at Miura Group as senior portfolio manager from 2008 to 2020, where he specialized in financial markets and derivatives. He remains actively engaged with the firm in a strategic capacity, helping to guide its investment outlook and long-term direction.
Mr. Otaola Perez has a Bachelor of Business Administration in 2008 and a Master of Science in finance in 2012 from American University in Washington, D.C. While pursuing his undergraduate studies, he worked at HSBC Private Bank within the investment advisory group.
Outside of his work in finance, Mr. Otaola Perez also serves as co-executive producer of the podcast and digital show “Startup Series: Latam,” hosted by Peabody award-winning journalist Mariana Atencio. The series spotlights the next generation of entrepreneurs driving change across Latin America and the region’s growing innovation ecosystem.
As he looks to the future of Urban Technologies, Mr. Otaola Perez remains focused on Latin America—especially Miami, which he sees as a gateway for innovation with global reach. His approach is less about hype and more about long-term value: backing ventures that can deliver real impact across borders. His work was featured in a 2025 Forbes article, “How Latino Entrepreneurs Are Paving the Way Forward in an Unprecedented Year,” which highlighted his efforts to bridge capital and community in times of change. For Mr. Otaola Perez, the mission goes beyond building a portfolio—it’s about helping shape the future of the region itself.
