Alexander J.W. Horton, national team lead for the Airport Concession Disadvantaged Business Enterprise (ACDBE) compliance program at the Federal Aviation Administration, has been recognized by Marquis Who’s Who Top Executives for dedication, achievements and leadership in regulatory compliance.

Mr. Horton’s career in regulatory compliance is marked by a series of progressive roles that have honed his expertise and leadership skills. Since 2021, he has served as the national team lead for the disadvantaged business enterprise and airport concession disadvantaged business enterprise compliance program at the Federal Aviation Administration (FAA) in the Miami-Fort Lauderdale area. In this capacity, Mr. Horton provides technical assistance to over 3,200 airports nationwide to help them understand regulations and reporting requirements. In recent years, his efforts have significantly contributed to doubling the funds allocated to small disadvantaged businesses from $375 million to over $500 million.

Affiliated with the FAA since 2016, Mr. Horton was hired as an equal opportunity compliance specialist with the same program in Los Angeles County, California. He served in that role until earning his present position. As such, Mr. Horton oversaw more than 400 airports to ensure their compliance with federal regulations. He also conducted on-site and remote compliance reviews for FAA grant recipients and served on the organization’s planning committee.

Before joining the FAA, Mr. Horton was an administrative coordinator for the Broward County Government from 2006 to 2011. Subsequently, he was named a small business development specialist for the county until 2016, where he primarily advocated for and provided technical assistance to small and disadvantaged businesses. Mr. Horton also excelled with Prometric, a Maryland-based global leader in credentialing and skills development, as a test center administrator and manager between 2002 and 2004 and between 2004 and 2006, respectively. As an administrator, he ensured customers and clients received exceptional service. As a manager, he was recognized as one of two employees to serve in this capacity when the Miami location opened.

Mr. Horton’s academic background laid a strong foundation for his career achievements. He earned an Associate of Arts in English language and literature from Broward College in Davie, Florida, in 2003 and a Bachelor of Arts in international relations and affairs from Florida International University in Miami, Florida, in 2005. His commitment to continuous learning is evident through his professional credentials, including a diversity, equity and inclusion certification from Cornell University and a master compliance administrator designation from Morgan State University in collaboration with the American Contract Compliance Association.

Throughout his career, Mr. Horton has been actively involved with industry-related organizations, such as the American Contract Compliance Association and the Association of Accredited Airport Executives. These memberships have allowed him to remain at the forefront of his field while engaging in networking opportunities with like-minded professionals. In addition to these professional endeavors, Mr. Horton is dedicated to civic engagement through volunteering at his son’s school, participating in fundraising activities, attending field trips and assisting in various other events.

Mr. Horton’s contributions have been recognized with the Secretary’s Award for Diversity, Equity and Inclusion in 2022. Eager for future opportunities, he intends to expand his horizons within regulatory compliance. He envisions taking on broader roles that allow him to be a force for positive change through oversight compliance, consulting and training within the FAA or other transportation entities. Additionally, Mr. Horton aspires to serve on boards where he can continue making impactful contributions.
