Jean-Marc Behar, founder and consultant at Hemispherica Vigilance Group LLC, has been recognized by Marquis Who’s Who Top Executives for dedication, achievements, and leadership in law enforcement and consulting.
Building on more than 40 years of law enforcement and emergency management experience, Mr. Behar founded Hemispherica Vigilance Group LLC in 2025. Offering consulting services through this organization, he specializes in security strategy for multinational corporations. Mr. Behar prides himself on providing clients with a high degree of expertise in law enforcement, intelligence and corporate security. He also collaborates with government officials to help mitigate loss of revenue for his clients due to illicit activities.
A key ingredient to the success of Hemispherica Vigilance Group is Mr. Behar’s direct career history, which has prepared him with the insight and connections necessary for this latest venture. Immediately prior to launching his company, he spent several years as an anti-illicit trade (AIT) manager for Japan Tobacco International. Before that, the majority of Mr. Behar’s experience involved working directly for the United States government, including significant work with the International Criminal Investigative Training Assistance Program (ICITAP) through the U.S. Department of Homeland Security. First joining ICITAP as a law enforcement assistance attaché in 2018, he devoted four years to training the National Police in Mali, Africa, completing 95% of the program’s objectives despite facing two coups during the course of his time there. From 2022 to 2023, Mr. Behar became an ICITAP program manager in Saudia Arabia. In this role, he trained the country’s newly formed Special Forces for Security and Protection in public security, counterterrorism and infrastructure protection.
Mr. Behar’s international experience began in 2013 as a country attaché and supervisory criminal investigator for the Bureau of Alcohol, Tobacco, Firearms and Explosives (ATF) in Kingston, Jamaica. Though based out of Jamaica, he also organized activities in the Bahamas, the Dominican Republic, Haiti and St. Martin, gaining a deep understanding of trafficking and crime throughout the Caribbean. Mr. Behar first joined the ATF in 1992 as a senior special agent, dedicating 25 years to handling complex investigations into terrorism and violent street gangs with the agency. Before shifting to law enforcement, he served as an EMT for Broward County Emergency Medical Services and contributed for more than 10 years as a paramedic instructor for the city of Cleveland’s Division of Emergency Medical Service.
In order to set himself up for future success, Mr. Behar sought a strong academic foundation. He earned a bachelor’s degree in business administration with a focus on accounting and finance from Baldwin Wallace University in 1990. Mr. Behar received further training as a special agent through the Federal Law Enforcement Training Center’s criminal investigator training program. He has developed specialties in criminal gang investigations, critical incident management, hostage rescue operations and utilizing social media in investigations, among other skills.
Throughout the course of his career, Mr. Behar has authored many articles developing the field as a whole. He has been featured in publications by the U.S. Drug Enforcement Administration’s High Intensity Drug Trafficking Areas program and the Caribbean Crime Gun Intelligence Center. Leveraging his expertise, Mr. Behar wrote a notable two-part paper in 2017 and 2018 titled “Implementing and Applying Strategies to Combat Illicit Trafficking in the Caribbean.” Covering both regional and national approaches to this challenging problem, these articles combined hard data and personal experience to provide meaningful insight to others in the field.
To commemorate his accomplishments, Mr. Behar has received many accolades throughout his professional life, including numerous Letters of Commendation from multiple police departments and Special Service Awards from the ATF. He was given a Distinguished Service Medal by the city of Cleveland’s Division of Emergency Medical Service, as well as a Meritorious Award from the city in 1987. In 2008, Mr. Behar was presented with the Sustained Superior Performance Award, followed by a Distinguished Service Medal from the Cleveland Division of Police in 2012. He credits his achievements to the inspiration of his parents, who taught him resilience and perseverance.
A loving husband and father to three children, Mr. Behar finds enjoyment in bicycling and photography outside of his career. As he continues expanding Hemispherica Vigilance Group in the years ahead, he intends to commit more of his time to writing. Mr. Behar also looks to become more familiar with cutting-edge artificial intelligence technology, aiming to discover methods of utilizing it to improve life.
