Rodney Howard Fowler, Director of Transitional Housing at Hope Outreach Inc., has been recognized by Marquis Who’s Who Top Executives for dedication, achievements and leadership in Nonprofit Organization Management.
Mr. Fowler has dedicated his professional life to serving others, with a particular focus on supporting individuals as they transition from incarceration back into society. For the past 10 years, he has held the position of director of transitional housing at Hope Outreach Ministries (Hope Outreach Inc.) in Enid, Oklahoma. In this capacity, Mr. Fowler oversees all operations within the transitional housing ministry, working closely with the Oklahoma Department of Corrections and behavioral health treatment centers.
Among other responsibilities, Mr. Fowler is tasked with developing and implementing reentry curriculum programs designed to assist individuals as they reintegrate into their communities. His work includes connecting with participants, speaking about life change and providing guidance through a comprehensive life skills development program that emphasizes identifying personal purpose, setting achievable goals and managing finances.
Before transitioning into the nonprofit sector, Mr. Fowler worked as a financial advisor, where he gained valuable experience in financial management and client relations. This background has informed his approach to helping individuals manage their resources effectively as part of their recovery and reentry process.
Mr. Fowler’s educational background included coursework at Stony Brook College Preparatory School. He also received emergency medical technician certification at Colorado Mountain College and graduated from the Chapman School of Seamanship, a nonprofit school of seamanship training in Stuart, Florida.
Throughout his career, Mr. Fowler has been active in various community-related activities. Since 2017, he has been a member of the Northwest Oklahoma Reentry Task Force, collaborating with other professionals to improve outcomes for those reentering society after incarceration. His commitment to service extends to his volunteer work with ministry-led transitional workshops in partnership with the Oklahoma Department of Corrections. Previously, Mr. Fowler was a member of Leadership Greater Enid in 2020 and a board member for Youth & Family Services of North Central Oklahoma Inc. from 2021 to 2025.
A defining moment in Mr. Fowler’s life was offering his life to the Lord, which he regards as his most significant accomplishment. This decision fundamentally changed his trajectory and inspired him to dedicate himself fully to helping others. Mr. Fowler attributes much of his success to his personal recovery journey, having faced challenges similar to those experienced by the individuals he now assists. Drawing on these experiences allows him to relate authentically to participants within the programs and provide meaningful support during their rehabilitation and reintegration.
Mr. Fowler also notes the influence of his late father, whom he considers his hero and role model. He strives to carry forward his father’s legacy of genuine care for others by building rapport within the community and using his credibility to effect positive change. Recognizing that many men he works with have experienced trauma related to absent fathers, he views his role as an opportunity to serve as a father figure for those in need of guidance and support. As he anticipates the future of his career in this sector, Mr. Fowler remains committed to further developing the ministry at Hope Outreach Inc. so it can operate sustainably and continue its mission of helping others well into the future.
