Over the course of more than 40 years in law enforcement and security, he demonstrated exceptional leadership, expertise in international extraterritorial terrorism investigations, and a steadfast commitment to public service, retiring from the FBI as both a special agent-in-charge and a senior executive.

Following his retirement from federal service, Mr. Reid served as the director of security at Boeing’s world headquarters in Chicago, Illinois, from 2005 to 2007. He managed corporate and facility security operations for one of the world’s leading aerospace companies, applying his extensive experience in risk assessment and crisis response to protect critical assets and personnel.

Additionally, Mr. Reid served as the security director for the Collier County, Florida, School District between 2007 and 2013. In this capacity, he was responsible for overseeing facility security across the district, ensuring the safety of students and staff while implementing best practices in school security management.

Mr. Reid retired from the FBI in 2005 after a distinguished tenure marked by progressive responsibility and groundbreaking achievements. From 2002 to 2005, he served as the special agent-in-charge at the Denver, Colorado, field office, where he oversaw all federal criminal investigations for Colorado and Wyoming. Mr. Reid’s leadership was instrumental in advancing complex cases and fostering interagency collaboration.

From 1998 to 2002, Mr. Reid served as the assistant special agent-in-charge and was subsequently named special agent-in-charge of the Anchorage field office. He oversaw all FBI operations throughout Alaska, managing high-profile investigations and building strong partnerships with local, state and federal agencies.

Earlier in his FBI career, Mr. Reid spent five years supervising general criminal and extraterritorial terrorism investigations across Hawaii, Asia and Pacific Rim countries. He developed a reputation as an expert in international terrorism cases, collaborating with global intelligence agencies on matters of national security. Among Mr. Reid’s most notable accomplishments was his investigative work on the 1988 Pan Am Flight 103 bombing over Lockerbie, Scotland. His efforts contributed significantly to solving this high-profile international act of terrorism and were later featured in award-winning documentaries by Sky TV and CNN Original Series.

Mr. Reid also held supervisory roles within the Office of Professional Responsibility’s personnel division (internal affairs), where he ensured integrity within the organization. As a street and field agent for over a decade before these assignments, he worked on general criminal federal investigations. He also participated in FBI SWAT teams in New York City and Washington, D.C., breaking barriers as an African American agent and leader within the bureau.

Beginning his career in enforcement, Mr. Reid worked for the Baltimore City Police Department from 1969 to 1977. During this time, he completed several years on street patrol duties before transitioning to the personnel division recruitment team. He then spent several more years as an instructor at the police academy, shaping future generations of officers through rigorous training programs.

Mr. Reid’s academic foundation includes an Associate of Arts in criminal justice with a focus on law enforcement from the Community College of Baltimore in 1973 and a Bachelor of Science in sociology from Morgan State University in Baltimore, earned in 1975. He further enhanced his credentials by obtaining certification from the Maryland Police Training Commission for instructor status in 1976. This qualification enabled Mr. Reid to serve as an adjunct lecturer in the division of continuing education at the Community College of Baltimore, beginning in 1975.

Active throughout his career with organizations such as the International Association of Chiefs of Police, the National Organization of Black Law Enforcement Executives and the Society of Former Special Agents of the FBI Inc., Mr. Reid has also become deeply committed to civic engagement and philanthropy. He volunteers with Florida Gulf Coast University’s STEM committee, supports educational initiatives designed to inspire future leaders in science, technology, engineering and mathematics, and donates to various scholarship programs and cancer treatment and research organizations.

An accomplished author, Mr. Reid’s memoir “Three Sisters Ponds: My Journey from Street Cop to FBI Senior Executive — from Baltimore to Lockerbie, Pakistan and Beyond,” published by AuthorHouse in 2013, received three Book Awards for its compelling narrative chronicling his life’s work.

Recognized for his outstanding contributions to law enforcement and public safety, Mr. Reid received numerous accolades, including recognition with a Distinguished Service Award from the Douglas County, Colorado, Sheriff’s Office, a Central Intelligence Agency plaque for joint operations appreciation, recognition with the Phillip B.J. Reid Appreciation Day proclamation by the mayor of Anchorage, the State of Alaska Legion of Merit Award from the governor, and a Public Service Commendation from the U.S. Coast Guard commander for the 17th Coast Guard District. For his role in this investigation of the 1988 Pan Am Flight 103 bombing, Mr. Reid received a monetary incentive award from the Federal Bureau of Investigation.

Mr. Reid attributes his success to an enduring sense of curiosity, ambition and a deep desire to blaze trails for others, particularly within the African American community. Motivated by a commitment to set a positive example and challenge historical barriers, he looks forward to deepening his appreciation for history and culture worldwide.
