Tony Metcalf, MBA, Executive Director of Training and Development at the U.S. Department of Homeland Security, has been recognized by Marquis Who’s Who Top Executives for dedication, achievements and leadership in Training and Development.

Mr. Metcalf’s distinguished career in public service spans more than three decades, marked by progressive leadership roles and a steadfast commitment to national security and workforce development. Since 2024, he has served as the executive director of the training centers division within the training and development office at the Transportation Security Administration, U.S. Department of Homeland Security, in the Washington, D.C., metropolitan area. In this capacity, Mr. Metcalf oversees both in-person and virtual training delivery for a workforce exceeding 60,000 members, demonstrating his expertise in large-scale organizational leadership and training innovation.

Before his current appointment, Mr. Metcalf was the federal security director for the Transportation Security Administration in Kansas from 2022 to 2024. During this tenure, he was recognized for his outstanding leadership when the airport, under his oversight, was named Airport of the Year by the Transportation Security Administration in 2023.

In 2024, Mr. Metcalf also served as the regional security director on detail with the Transportation Security Administration in Chicago, Illinois, where he provided strategic direction and oversaw security across 10 states in the Upper Midwest. From 2019 to 2022, he was recognized as the supervisory air marshal in charge at the San Francisco field office of the Federal Air Marshal Service. Mr. Metcalf also held the titles of assistant federal security director for law enforcement with the Federal Air Marshal Service in McAllen, Texas, between 2015 and 2019, section chief from 2013 to 2015, assistant supervisory air marshal in charge at the Federal Air Marshal Service Training Center between 2011 and 2013, and federal air marshal instructor and federal air marshal based in Dallas, Texas, from 2001 to 2011. These roles allowed him to shape future generations of law enforcement professionals through rigorous instruction and mentorship.

Before joining federal service, Mr. Metcalf spent a decade as a police officer and criminal investigator with the Dallas Police Department from 1991 to 2001. His foundational experience in municipal law enforcement provided a strong basis for his subsequent federal career.

Mr. Metcalf’s professional journey began with military service in the U.S. Army from 1986 to 1988, where he gained valuable experience operating outside the continental United States. This early exposure to disciplined environments laid the groundwork for his later achievements in both law enforcement and executive leadership.

Highly educated, Mr. Metcalf earned a bachelor’s degree in criminal justice with a concentration in police science from Midwestern State University and a master’s degree in organizational leadership from Columbia Southern University. He also received a graduate certificate in public administration from Columbia Southern University. Mr. Metcalf’s professional commitment has also been reflected in numerous credentials, including a Texas peace officer certification from the Texas Commission on Law Enforcement, credentials as a contracting officer’s representative, project management professional, and credible leadership change agent, and, among other designations, senior executive service certification from the U.S. Office of Personnel Management.

Beyond his professional responsibilities, Mr. Metcalf is a supporter of Special Olympics, reflecting his dedication to civic engagement and community service.

A recognized expert in training and development, Mr. Metcalf has consistently demonstrated an ability to implement innovative solutions that enhance operational effectiveness across large organizations. He has attributed his success to actively seeking out mentors beyond his immediate circle and embracing opportunities that challenge him to step outside his comfort zone. Mr. Metcalf believes that engaging with unfamiliar colleagues fosters personal growth and expands professional networks, an approach that has been integral to his advancement into senior executive service.

Mr. Metcalf’s exemplary contributions have been recognized through several prestigious awards, including the Federal Air Marshal Service Field Office of the Year Award in 2022 and the U.S. Department of Homeland Security Secretary’s Award for Innovation in 2023.
