Since 2025, he has served as the executive manager, where he oversees the strategic direction and operational management of the municipality’s comprehensive stormwater systems. In this capacity, Mr. Conner directs all aspects of stormwater collection, drainage infrastructure maintenance, regulatory compliance initiatives and capital improvement projects. He ensures strict adherence to federal and state environmental regulations, including Environmental Protection Agency MS4 permits and Pennsylvania Department of Environmental Protection requirements. His responsibilities also include managing financial operations, developing fee structures and billing systems, overseeing contracts with engineering consultants and contractors, and serving as the primary liaison between the authority, city officials and the community.

Initially unaware of the critical need for stormwater management, Mr. Conner’s work revealed its profound impact on community health, environmental sustainability and quality of life. This realization inspired his dedication to advancing stormwater solutions for the city of Chester by combining technical expertise with strategic leadership and community engagement.

Since taking over the city as the executive manager, Mr. Conner completed a transformative retention pond project at Veterans Memorial Park. He oversaw this long-term initiative, culminating in a ribbon-cutting ceremony on August 8, 2025. The project converted an unsafe, flood-prone area into a functional space that now prevents flooding in nearby homes and businesses by gradually releasing trapped water. The addition of a walking trail further enhanced accessibility and safety for the community.

Before his current role, Mr. Conner was the interim executive manager at the Stormwater Authority of Chester from 2024 to 2025. During this period, he maintained leadership continuity while advancing key projects and ensuring regulatory compliance. From 2023 to 2025, Mr. Conner excelled as an assistant executive manager, supporting executive leadership in operational oversight and contributing to the development of innovative stormwater solutions.

Mr. Conner was initially hired by the Stormwater Authority of Chester in 2016 as an officer manager and technology coordinator. In this dual role, he managed administrative functions while implementing technology-driven improvements to enhance operational efficiency.

Before pivoting into this sector, Mr. Conner spent 2004 to 2010 with Glen Mills School as a teacher and counselor, contributing to student development through education and mentorship. He then served as a technology coordinator at the school from 2010 to 2016, which enabled him to develop technical skills that later informed his work in municipal infrastructure.

Mr. Conner’s professional journey began in 1999 as a claims representative with General Motors Acceptance Corporation, now Ally Financial Inc., where he gained foundational experience in client relations and problem-solving.

Mr. Conner earned a Bachelor of Science in computer science with a minor in mathematics from Winston-Salem State University in Winston-Salem, North Carolina, in 2003. He also completed coursework in humanities and humanistic studies at Forsyth Technical Community College in Winston-Salem in 1998. Moreover, Mr. Conner holds an inspector certification, which has enabled him to ensure compliance with complex environmental regulations and maintain high standards within municipal operations.

Civically minded, Mr. Conner is a donor to various organizations through his work with the Stormwater Authority of Chester, reflecting his commitment to giving back to the community.

Mr. Conner attributes his success to integrity and effective communication, qualities he considers essential both professionally and personally.
