Mr. Gray has earned a reputation for his distinguished career spanning over 20 years, marked by leadership in information technology (IT), public service and federal government operations. Since 2025, as the managing director for global federal government at Box, a publicly traded, intelligent content cloud-based in California, he has interacted with various organizational components to educate teams on the operational realities of federal chief information officers. Mr. Gray provides strategic advice on addressing the unique challenges and constraints these leaders face and helps align solution portfolios to better serve government clients.
Before joining Box, Mr. Gray served as the chief information officer for the U.S. Agency for International Development (USAID) from 2022 to 2025. His tenure was defined by a focus on global health, humanitarian assistance and IT modernization to support communities facing significant challenges. Notably, during the ongoing war in Ukraine, Mr. Gray traveled to the region to observe how technology was facilitating the delivery of USAID services. Under his leadership, his team consistently earned A grades for cybersecurity practices and responsible stewardship of taxpayer resources, including the protection of sensitive citizen data. Mr. Gray is most proud of supporting the intellectual property of an organization that provides global health and humanitarian assistance on behalf of the American people.
From 2016 to 2022, Mr. Gray served as the chief information officer at the U.S. Department of Education. He embraced the Federal Information Technology Acquisition Reform Act initiative in 2014 and successfully improved the department’s score from a D to an A+, reflecting significant advancements in IT governance and management.
In 2015 and 2016, Mr. Gray was an associate chief information officer at the U.S. Department of Transportation, where he led governance, risk and compliance efforts across the department’s systems. Between 2013 and 2015, he served as a senior advisor and customer advocate for benefits at the U.S. Department of Veterans Affairs. During this period, Mr. Gray played a pivotal role in modernizing the Veterans Benefits Management System, enabling veterans to receive their benefits more quickly and with greater quality and reliability.
Among other notable roles, Mr. Gray was the chief information officer at DMDC from 2012 to 2013. He also served as an associate director and interim chief operating officer at the Miami VA Healthcare System in 2012, after initially serving as the VA’s chief information officer from 2010 to 2012. Earlier, Mr. Gray excelled as the chief technology officer for Joint Task Force, National Capital Region Medical, between 2009 and 2010, and held the same title at the National Naval Medical Center between 2008 and 2009.
Mr. Gray began his civilian career at Lockheed Martin Corporation in 1997, where he spent over a decade. Hired in 1997, he spent a year as a system engineer and system analyst before spending the remainder of his career with the organization as a site manager and senior system analyst until 2009. In these roles, he supported government operations, including work with the U.S. Navy in Japan. Mr. Gray’s professional journey began with military service as a sergeant in the U.S. Army from 1993 to 1997, where his passion for public service was first ignited.
Mr. Gray’s academic background includes a Bachelor of Science in IT with a concentration in networking from American InterContinental University and a Master of Business Administration from Colorado Technical University. He furthered his executive education through participation in the USDA senior executive service candidate development program’s Key Executive Leadership Program in public administration at American University in 2014 and the Senior Executives in National and International Security Program at Harvard Kennedy School in 2019. Additionally, Mr. Gray is recognized as a certified information security manager by ISACA, a certified project management professional by the Project Management Institute, Inc., and a certified information systems security professional by ISC2, Inc.
Active in his professional community, Mr. Gray is a member of several industry organizations, including the Project Management Institute Inc. and ISC2 Inc. Civically engaged, he volunteers with VETSports and contributes to charitable efforts with Children’s Inn and Ronald McDonald House Global.
Throughout his career, Mr. Gray has developed expertise in IT governance, management and operations, cybersecurity, budgeting, and acquisitions and technology. His accomplishments were recognized with several honors, such as the Presidential Rank Award in 2021. He attributes his achievements to strong mentors, a reliable support system and a clear set of values instilled by his mother.
