Mr. Julien has established himself as a leader in information technology (IT) and cybersecurity, marked by progressive leadership roles and significant contributions to major organizations. In 2025, he assumed the position of vice president of cybersecurity lead ops at Morgan Stanley. In this capacity, Mr. Julien manages the integration of new systems, patchwork solutions and organizational restructuring. He is responsible for reporting on portfolio initiatives to managing directors and chief information officers, and for driving large-scale projects to ensure compliance with both industry and Morgan Stanley standards.
Before joining Morgan Stanley, Mr. Julien served as a global IT endpoint engineer and manager at Boston Consulting Group (BCG) from 2022 to 2025. During this period, he led the development of the MacBook platform, a transformative initiative that enabled employees to work beyond Windows systems. This project was particularly significant for supporting clients such as Apple and Google within their native ecosystems, marking a major success for the organization.
Initially acquired by BCG in 2018, Mr. Julien was a senior system analyst who played a key role in analyzing and improving system performance for large-scale business operations. From 2021 to 2022, he excelled as an operations engineer, optimizing IT processes and supporting global teams.
Mr. Julien’s earlier experience included serving as a business systems analyst at Bain Capital LP between 2015 and 2018. His professional journey began shortly before that as a junior business analyst at State Street Global Advisors, now State Street Corporation, from 2014 to 2015, contributing to application support projects such as SSgA Cash Views Application Support.
In 2013, Mr. Julien graduated with a Bachelor of Business Administration in finance and management at the University of Massachusetts Lowell. More recently, he acquired a Master of Science in information technology with a concentration in software application development from Southern New Hampshire University in 2021. He is currently pursuing a Master of Legal Studies in cybersecurity, risk and governance at Boston College to strengthen his expertise in legal compliance and risk management. Mr. Julien’s academic background has been foundational to his success in technology and cybersecurity leadership thus far.
Mr. Julien’s commitment to continuous learning is further evidenced by several professional credentials. He holds an ITIL v3 foundation certification from Axelos Ltd., a scrum master certification from Scrum Alliance Inc., a full-stack web development certification from Harvard Extension School at Harvard University, an Azure fundamentals certification from Microsoft, and an artificial intelligence (AI) and governance professional certification from Tonex Training & Consulting, now Tonex.
Throughout his career, Mr. Julien has demonstrated a commitment to professional development and industry engagement. He is a member of the Information Systems Audit and Control Association and the International Information Systems Security Certification Consortium, reflecting his dedication to maintaining high standards in information security.
Beyond his professional responsibilities, Mr. Julien has demonstrated a strong commitment to civic engagement and mentorship. He served as the youth development and education chair for the Young Professionals Network at the Urban League of Eastern Massachusetts from 2020 to 2021. He also served as a mentor with City Year Greater Boston from 2021 to 2022 and Hack.Diversity Inc. in 2024.
Mr. Julien’s expertise in engineering operations and information security, combined with AI, has been instrumental in advancing the firm’s cybersecurity posture. Among his most notable achievements was at Morgan Stanley, where he was pivotal in automating code repository scanning with AI tools, thereby enhancing security by detecting hidden secrets and vulnerabilities across more than 500 applications.
Mr. Julien attributes his success to his flexibility and curiosity, qualities that have enabled him to collaborate effectively with global teams across England, India, Scotland and various parts of the United States while ensuring alignment on critical initiatives. He also credits the unwavering support of his family, especially his wife, and the guidance of exceptional mentors for shaping his professional journey.
Looking ahead, Mr. Julien plans to complete his degree at Boston College while establishing a cybersecurity-focused consulting practice dedicated to helping small- to mid-sized businesses strengthen their security posture. He also aims to become a chief information security officer by building on his educational foundation in governance, risk and compliance while continuing to advance within Morgan Stanley’s dynamic environment.
