Juanika L. Ballard, Chief Executive Officer at I AM INTEGRITY and Eagles and Owls Consulting, has been recognized by Marquis Who’s Who Top Executives for dedication, achievements and leadership in law enforcement and consulting.

Ms. Ballard has established herself as a leader and innovator in law enforcement, consulting and public safety awareness, with a career spanning nearly three decades. In 2024, she became the chief executive officer of I AM INTEGRITY, a nonprofit organization she co-founded to foster integrity, accountability and leadership among youth. The program’s name and mission were inspired by Ms. Ballard’s own commitment to integrity, which she views as the foundation of her professional and personal life.

Through I AM INTEGRITY, Ms. Ballard has developed an affirmation-based curriculum that guides participants from learning about integrity to embodying it as role models within their communities. She also serves as the organization’s youth basketball coach, integrating lessons on positive self-esteem and responsible decision-making.

Since 2023, Ms. Ballard has also served as the chief executive officer of Eagles and Owls Consulting. In this capacity, she provides online safety training sessions focused on human trafficking prevention, reaching participants in countries such as Pakistan and South Africa. Her consultancy is dedicated to promoting situational awareness, personal safety and strategies to reduce juvenile recidivism. Ms. Ballard envisions Eagles and Owls Consulting supporting police departments nationwide by facilitating healing processes and developing practical approaches to public safety.

From 2016 to 2025, Ms. Ballard was a police officer for Baltimore County Public Schools in Baltimore, Maryland. In this role, she worked directly with students and staff to ensure a safe educational environment. Drawing on her expertise in crisis management and psychology, she advocated for mental health awareness and was instrumental in implementing mobile crisis units within the department. Ms. Ballard’s efforts led to integrating mental health awareness and crisis intervention into in-service training for officers, emphasizing de-escalation techniques and the responsible handling of sensitive situations.

Ms. Ballard’s law enforcement career began in 2000 with the Baltimore County Police Department, where she served as a police detective until her retirement in July 2025. Over her 25-year tenure, she built a reputation for making decisions rooted in integrity. Notably, Ms. Ballard was part of the Strikeforce Unit during the COVID-19 pandemic, facing significant challenges due to limited protective equipment while responding to emergencies on the frontlines.

Earlier in her career, Ms. Ballard worked as a school resource officer at Dumbarton Middle School in Baltimore, gaining firsthand experience addressing the needs of young people in educational settings. This role informed her later work with I AM INTEGRITY and reinforced her commitment to protecting youth from online dangers such as human trafficking.

Ms. Ballard’s academic background has been integral to her success across multiple fields. She completed a bachelor’s degree in applied psychology at Coppin State University in Baltimore in 2000, laying the groundwork for her focus on child psychology and criminal justice. She later earned a Master of Science in clinical pastoral counseling from Loyola University Maryland in 2010 while working full-time as a police officer. Ms. Ballard’s graduate studies deepened her understanding of mental health issues and equipped her with skills essential for crisis intervention and peer support initiatives within law enforcement agencies.

Active civically, Ms. Ballard has contributed as a member of the Peer Support Unit within the police department and has volunteered with Boulder Crest Foundation as a peer support volunteer. She has also coached her son’s basketball team and volunteered for women’s empowerment initiatives led by her spouse, as well as for mental health services. Moreover, Ms. Ballard is an ordained minister who performs weddings, a passion that reflects her dedication to serving others meaningfully.

As an author, Ms. Ballard published “Women of Color: A Collection of Stories Behind the Shade” through Opportune Publishing in 2023. The book explores colorism within the black community by sharing stories from six authors about their experiences navigating discrimination based on skin tone.

Ms. Ballard’s accomplishments have been recognized through several awards, including Officer of the Month and participation on squads that received Life-Saving Awards. Throughout her career, she has attributed her achievements to discipline, consistency and humility. She is known for her straightforward approach and authenticity, qualities that have earned her respect among colleagues and community members alike.

Looking ahead, Ms. Ballard aims to expand I AM INTEGRITY by integrating its programs into school curricula nationwide, with particular focus on Texas and Pennsylvania. She is currently implementing after-school programs that prepare young people for community involvement while emphasizing giving back to society. Through Eagles and Owls Consulting, Ms. Ballard seeks to assist police departments nationwide by advancing personal safety awareness initiatives, including those focused on human trafficking risks.

Ms. Ballard continues to collaborate with organizations that share her vision for fostering integrity leadership among youth, both nationally and internationally, demonstrating unwavering dedication to public service, education, advocacy and community empowerment throughout every facet of her distinguished career. Additionally, she plans to launch TIAs (Teens in Action), empowering teens with tools to recognize dangers, support their peers and provide resources for adults committed to making a difference.
