Before joining Phillips 66 Company, Mr. Celis served as a senior project manager at Kenosha EPC, an engineering and procurement company with construction management and inspection services, based in Englewood, Colorado, from 2022 to 2024. Between 2018 and 2022, he was a project manager at Worley, a global professional services company of energy, chemicals and resources experts headquartered in Australia, where he was instrumental in overseeing engineering and construction projects across the oil and gas sector.

Between 2013 and 2018, Mr. Celis contributed as a mechanical engineer at AECOM, where he played a key role in the design and implementation of critical infrastructure projects. His tenure coincided with significant industry shifts, including mergers and acquisitions that required adaptability and resilience.

The first decade of Mr. Celis’s career included appointments with organizations like Orbital ATK, now Northrop Grumman, and Freeport-McMoRan. These earlier positions allowed him to develop core engineering competencies that would serve as the bedrock for future leadership roles. Additionally, Mr. Celis gained practical experience through internships as a mechanical rotating equipment engineering intern at ExxonMobil Corporation in 2005 and as a mechanical engineering intern at AMETEK Dixson, now METEK, Inc., from 2003 to 2004.

In preparation for his future, Mr. Celis obtained a Bachelor of Science in engineering with a mechanical specialty from the Colorado School of Mines in Golden in 2006. During his studies, he was recognized with the Outstanding Graduating Senior Award, a testament to his academic excellence and dedication. Mr. Celis also holds several certifications that underscore his commitment to industry standards and best practices, including a professional engineer designation from The Association of Professional Engineers and Geoscientists of Alberta, a professional engineer licensure from the Colorado Department of Regulatory Agencies and a project management professional certification from the Project Management Institute.

Mr. Celis has also demonstrated leadership within professional organizations, serving as the past president of The American Society of Mechanical Engineers and maintaining active membership with the Gas Processors Suppliers Association.

Reflecting on his career, Mr. Celis’s most notable professional accomplishments include the successful commissioning of a new gas plant, a milestone that stands out in his career trajectory. Having previously contributed to gas plant construction in junior roles focused on design and engineering, he later transitioned to owner-side responsibilities, overseeing the commissioning of a $200 million facility. This achievement followed Mr. Celis’s involvement in constructing a $68 million compressor station in Colorado and required extensive commitment, often working up to 20 hours per day. The experience solidified his reputation for managing large-scale projects from inception through completion.

Mr. Celis attributes much of his success to an unwavering work ethic and meticulous attention to detail, qualities shaped by observing his parents’ perseverance after immigrating from Mexico. Looking ahead, he aims to further advance within the corporate structure by completing another major gas plant project, while aspiring toward director-level responsibilities involving broader program development across gas plants, compressor stations and pipelines. Throughout recurring cycles of industry fluctuation, including economic downturns, mergers and acquisitions, Mr. Celis has consistently demonstrated resilience by adapting to new roles while proving his value through results-driven leadership and technical acumen.
