Mr. Miller has established a distinguished career in real estate appraisals, culminating in his role as the chief regional appraiser for General Services Administration, Region 9, for the U.S. Army from 2013 to 2025. In this capacity, he was responsible for valuing rents for the federal government portfolio across Nevada, Arizona, California and Hawaii. His duties included office appraising, contacting and hiring appraisers to conduct property evaluations, and reviewing their work to ensure technical accuracy and compliance with regulatory standards. Mr. Miller’s expertise in appraising office buildings and teaching appraisal became widely recognized, reflecting his commitment to maintaining high professional standards.
Before his tenure with the General Services Administration, Mr. Miller operated his own small practice in northwest Florida for approximately 25 years. As an appraiser with Philip C. Miller, Appraisers & Consultants from 1989 to 2012, he provided comprehensive appraisal services and consulting for a diverse client base. During this period, Mr. Miller also became a certified instructor under the Uniform Standards of Professional Appraisal Practice.
Mr. Miller’s professional journey began as an accountant immediately after graduating from college. He worked in accounting for over five years before transitioning into real estate after purchasing his first home and considering the benefits of earning commissions through a real estate license. This pivotal decision led Mr. Miller to leave accounting after about six months and embrace a new path as a real estate salesperson. His early experiences working alongside a broker who aspired to become an appraiser significantly influenced his decision to pursue appraisal as a career. Together, they sold residential properties and some commercial real estate before spending about a year appraising properties.
In addition to achieving an Associate of Arts from Pensacola Junior College in 1976, Mr. Miller earned a Bachelor of Science in economics and political science from Florida State University in 1979. These academic achievements provided a strong foundation for his analytical skills and understanding of market dynamics, which have been instrumental throughout his career. Mr. Miller also holds several professional certifications that have contributed to his success. He is a licensed real estate broker in Florida, a state-certified general real estate appraiser through the Appraiser Qualifications Board, and a certified instructor through the Uniform Standards of Professional Appraisal Practice.
Mr. Miller spent several years as a candidate for membership in the Appraisal Institute, further demonstrating his dedication to professional development. He has also shown civic engagement through leadership roles with the East Pensacola Optimist Club, where he served as a member, treasurer and president, and was recognized with the Distinguished President’s Award.
Throughout his career, Mr. Miller has attributed his achievements to perseverance and resilience in overcoming challenges within the appraisal profession. He acknowledges that the path was not always smooth but credits his determination for enabling him to seize opportunities and achieve success.
Mr. Miller’s enduring commitment to excellence in real estate appraisal and education continues to shape both his professional legacy and future aspirations. Looking ahead, he intends to return to residential appraising, a field he worked in earlier in his career, and resume teaching appraisal courses. He is also considering whether to remain in California or relocate back to northwest Florida.
