Chief Melvin T. Russell, Police Chief of the Baltimore Police Department, has been recognized by Marquis Who’s Who Top Executives for dedication, achievements, and leadership in law enforcement.
Distinguished for his four decades of service to the Baltimore Police Department, Chief Russell commenced his tenure as a police academy cadet in 1979, in which he was the first African American valedictorian graduate. He has since gone on to serve in numerous positions, including undercover drug and patrol officer, lieutenant, deputy major, major, colonel, acting deputy commissioner of the Strategic Services and Support Bureau and police chief through 2019. Today, Chief Russell offers his expertise as a consultant on community policing and building relational equity across all races, class and creed in Cambridge, Maryland. To accompany his current work as an assistant pastor work, he also achieved a Bachelor of Ministry from West Coast Bible College.
Finding vast success throughout the course of his tenure, Chief Russell has received a plethora of recognition and awards for his service in law enforcement and religious leadership. In 2018, he was granted the Patriotic Employer Award from the U.S. Office of the Secretary of Defense, the Faithful Service to God and Community Award from United Baptist Missionary and the Dedication Award from the Asian American Economic Development Corporation. Among numerous other honors, he credits his success to great role models while coming of age, as well as his perseverance in the face of adversity. To remain abreast of his field, he has held membership with Vanguard, the National Association for the Advancement of Colored People and the National Organization of Black Law Enforcement Executives. Civically, he remains involved with the Community University Collaboration Committee, Local Law Enforcement Union for Black Officers, Humankind Alliance and Bethel Wellness Empowerment Committee.
