From 1998 to 2000, he was the senior deputy assistant director for medical care with the Health Services Division of the U.S. Department of Justice’s Bureau of Prisons from 1998 to 2000. He was a warden with the Bureau of Prisons from 1995 to 1998 and an associate warden from 1994 to 1995.
Alongside his primary positions, Mr. Garcia was an adjunct online faculty member with the University of Phoenix from 2008 to 2017. He was online faculty in business and political science at Strayer University from 2009 to 2012 and served as a principal with Corpus Christi Schools in Falls Church, Virginia, from 2010 to 2012. In recognition of his professional excellence, Mr. Garcia received the Provost’s Circle Faculty Award from Strayer University in 2013. He additionally earned a Meritorious Service Medal in Health Services from the U.S. Department of Justice’s Bureau of Prisons in 2000. From 1968 to 1979, Mr. Garcia served as a staff sergeant in the U.S. Air Force.
In preparation for his career, Mr. Garcia earned a Bachelor of Arts in psychology from the University of Guam. He graduated from Missouri State University with a Master of Public Administration and completed all coursework for his doctorate besides his dissertation in instructional technology at George Mason University. Mr. Garcia is currently pursuing his doctorate in biblical anthropology and archaeology at Newburgh Theological Seminary.
