Bolstered by more than 30 years of experience, Mr. Phillips is a proven expert in the field of disaster management. Specializing in infrastructure recovery and other related public administrative initiatives, he has served as the public assistance branch chief of the Federal Emergency Management Agency (FEMA) since 2022, having previously held a similar deputy position between 2021 and 2022. He originally joined the organization in 2008 as a public assistance program manager, and he subsequently operated as a non-disaster grant’s assistance officer between 2017 and 2019 and as a disaster closeout unit supervisor from 2019 to 2021. Well-versed in real estate as well, Mr. Phillips formerly excelled as a realtor and manager at Danette O’Neal Realtors Inc. from 1999 to 2008. He was also the owner of Acacia Asset Management LLC from 2006 to 2010. 

At the onset of his career, Mr. Phillips honorably served in the United States Navy, working in aviation electronics from 1989 to 2000. As part of his vocational journey, he also cultivated his higher education, originally attending the University of Phoenix and earning a Bachelor of Science in business management in 2006. He later attended Colorado Technical University, where he achieved a Master of Science in project management in 2009. In addition to his academic credentials, Mr. Phillips is also certified in grants management and as a nonprofit housing management specialist. Ever committed to civic advocacy as well, he continues to mentor young professionals as a member of Alpha Phi Alpha Fraternity Inc. Accounting for his accomplishments, he is particularly proud to be able to lead others in his senior position at FEMA. In the coming years, Mr. Phillips looks forward to retiring from government work.
