Mr. Osborne, a community development program manager for the SouthEastern Arizona Government Organization (SEAGO) since 2024, has been pivotal in providing essential technical assistance and assisting with environmental review documentation associated with grant and federally funded projects. Additionally, he conducts labor standards interviews per the Fair Labor Standards Act. The fundamental goal of the SEAGO is to provide technical assistance to its member communities, focusing on grants, proposals, applications and bid procurement.
Before joining the governmental organization, Mr. Osborne was a city planner for the City of Douglas, Arizona, from 2021 to 2024. He was notably credited with revising the zoning code and establishing a historic preservation ordinance, which was critical in revitalizing numerous underutilized old buildings in the downtown area. Mr. Osborne was also a planning administrator for Lafayette County, Missouri, between 2015 and 2017 and the director of community planning and economic development for the City of Odessa, Missouri, from 2013 to 2014. His career began in 2005 as a commissioner for the City of Tacoma Landmarks Preservation. His extensive expertise in land use planning, zoning and development regulations, and comprehensive plans have been pivotal to his career accomplishments.
Highly educated, Mr. Osborne holds a Bachelor of Arts in European history from the University of Nevada Los Angeles since 1994 and a Master of Urban Planning from the University of Washington in Seattle since 2001. Additionally, he holds credentials in form-based code training and certification from the American Institute of Certified Planners. Besides his educational background, Mr. Osborne has been affiliated with industry-related organizations, including the American Institute for Certified Planners and the American Planning Association. He credits much of his success to maintaining an open mind, diligently pursuing his goals and continuing education to remain at the forefront of his industry.
