Steve Sobrilsky, EdD, director of training, development, and analysis at the U.S. Department of State, has been recognized by Marquis Who’s Who Top Executives for dedication, achievements, and leadership in federal law enforcement.

Dr. Sobrilsky has established a distinguished career in government affairs and federal law enforcement, specializing in digital integration and federal law enforcement. He currently excels as the director of training development and analysis at the Foreign Affairs Security Training Center, U.S. Department of State, a position he has held since 2019. His responsibilities include designing and evaluating programs that meet standards set by the Federal Law Enforcement Training Accreditation (FLETA) while addressing international security concerns, advancing training initiatives across various security disciplines, ensuring that diplomatic security personnel receive the highest-quality training, and advising the FASTC director and division chiefs. Additionally, he assesses FASTC’s compliance with the standards outlined by both Diplomatic Security and FASTC policies, as well as FLETA standards on curriculum development and evaluation, manages the comprehensive design and development of the training curriculum for all FASTC courses, overseeing registrar services for FASTC and the DS training catalog, and develops the training development analysis budget.

Dr. Sobrilsky’s experience also includes director of curriculum and staff development at the Foreign Service Institute with the U.S. Department of State from 2015 to 2018, and director of curriculum management at the Diplomatic Security Training Center from 2013 to 2015. Additionally, during his notable 20-year service in the U.S. Air Force, he served as airfield operations commander from 2012 to 2013, regional affairs strategist, joint international training manager, and foreign military sales manager from 2011 to 2012, assistant director of operations and range commander from 2007 to 2008, airfield operations flight commander from 2003 to 2007, and SERE specialist and instructor from 1992 to 2003. Laying a solid educational foundation, he earned a Bachelor of Science in workforce development and training from Southern Illinois University Carbondale, a Master of Arts in national security policy studies from the Naval Postgraduate School, U.S. Navy, and a Doctor of Education in educational leadership and administration from Liberty University in 2022. Additionally, he dedicates his time to the Wounded Warrior Project, the American Association for Adult and Continuing Education, and the Association for Talent Development.

In light of his impressive undertakings, Dr. Sobrilsky was recognized as the Air Mobility Command Specialist of the Year in the U.S. Air Force and received three Meritorious Service Awards from the U.S. Air Force, as well as a Quality Step Increase for Superior Service from the U.S. Department of State. He attributes his success to the steadfast support of his devoted team. In the coming years, he envisions a significant expansion of the project through the integration of advanced artificial intelligence and cutting-edge technology. His goal is to enhance the training capabilities of law enforcement agencies, with a particular focus on federal law enforcement. By leveraging these innovative tools, the project aims to not only improve the effectiveness of training programs but also to create a more profound impact on the overall operations and strategies employed by law enforcement personnel. They also plan to enhance their training capabilities with technology. The ultimate goal is not to displace anyone from their job but to improve the instructors’ ability to transfer knowledge more effectively through the use of technology.
