Mr. Caba has held several notable positions in the tourism and hospitality sectors, including serving as director for Europe at the Dominican Republic Tourist Office in Frankfurt, Germany, from 1979 to 1996. During this time, he also worked as marketing manager for Europe with Dominicana Airlines from 1981 to 1995, represented The Premier Club at Casa de Campo from 1986 to 1988, and served as a tourism representative for Europe with the Permanent Mission of the Dominican Republic to the United Nations in Geneva, Switzerland, from 1976 to 1978.
Mr. Caba also actively contributes to various organizations and initiatives. He has been a member of the national committee for American Field Service (AFS) Germany in Santo Domingo, Dominican Republic, since 1976, and a local chapter volunteer for AFS Intercultural Programs since 1970. He served as general secretary for the American Field Service exchange program in Santiago de los Caballeros, Dominican Republic, from 1970 to 1971, was an alternate member of the World Committee on Tourism in Madrid in 1975 and participated in the General Assembly in New Delhi in 1983. Laying a strong educational foundation, he earned a Bachelor of Arts in linguistics from the University of Franche-Comté in 1975, followed by postgraduate coursework at the University of Besançon in 1976. Additionally, he is a licensed master court interpreter certified in English, French, German, Portuguese, and Spanish by the Judicial Branch Certification Commission of the State of Texas. His academic achievements include recognition as a French University Scholar in Paris and Besançon from 1971 to 1975 and an American Field Service Scholar in 1969.
Reflecting on his path, he has made significant contributions to his field through articles and professional journals and is the author of “Dominican Republic in Europe.” He has also supported cultural and tourism initiatives as a member of the supporting board for the German-Dominican Cultural Society since 1984 and has been affiliated with organizations such as the German Travel Association, Corps Touristique, Porsche, Skal Frankfurt, NAJIT, the Texas Association of Judiciary Interpreters and Translators, and the Houston Interpreters and Translators Association. Throughout his career, he has emphasized the importance of long-term planning, creating 30-year strategies while taking consistent small steps to achieve his goals. His studies in general linguistics provided him with a framework for understanding order and balance, enabling him to tackle challenges by identifying patterns and systems.
Mr. Caba takes pride in his tenure as director for Europe at the Dominican Republic Tourist Office in Frankfurt, Germany, where he played a pivotal role in developing the country’s tourism industry. During the 1970s, tourism was virtually nonexistent but has since grown to account for approximately 25% of the Dominican Republic’s GDP. After this achievement, he returned to his passion for languages, relocating to the United States to work as an interpreter in border areas, helping individuals navigate court proceedings. His work ensures equitable access to justice and aligns with his lifelong dedication to linguistics. Looking to the future, he is focused on completing his ambitious project, First Among Equals, aimed at positioning the Dominican Republic as a pioneering leader in the Western Hemisphere. This initiative seeks to foster understanding and proactive engagement with the nation’s challenges and opportunities. Additionally, he is resuming work on a project he began 25 years ago: establishing a new airline to connect Europe and the Dominican Republic
