Mr. Harmon is a seasoned professional who has served as an audit director for the Office of the Inspector General at the U.S. Department of Veteran Affairs (VA) since 2022. Leveraging his extensive expertise in government administration, enterprise risk management, fraud investigations and auditing, he has successfully provided oversight of strategic planning and execution of independent audits and evaluations for VA programs and operations over the past few years. Additionally, he has been instrumental in directing and planning internal Office of Inspector General quality assurance initiatives. Mr. Harmon’s ability to assess program and operational compliance with policy and recommend measures to mitigate inefficiencies, fraud, waste and abuse have also been pivotal to his success.
As part of his daily goals, Mr. Harmon interacts with his superiors, including the deputy assistant inspector general. He also oversees a staff of over 15, including several managers. He is presently managing four ongoing audits concurrently while ensuring that all aspects are handled effectively.
Before being recruited by the VA, Mr. Harmon was the deputy assistant inspector general for audits and inspections for the Special Inspector General for Afghanistan Reconstruction from 2015 to 2022, after serving as a senior inspections manager between 2012 and 2014 and senior audit manager from 2010 to 2012. Mr. Harmon also briefly worked as an audit manager for the U.S. Securities and Exchange Commission between 2014 and 2015.
Among other noteworthy roles, Mr. Harmon was affiliated with the U.S. Department of Treasury as a supervisory auditor for the Office of the Special Inspector General for the Troubled Asset Relief Program (SIGTARP) from 2009 to 2010, where he was involved in TARP-related activities to be reported to U.S. Congress. His first role with the U.S. government was as a senior auditor for the U.S. Department of Transportation between 2008 and 2009.
Earlier in his career, Mr. Harmon worked for CitiGroup Inc. (now Citi). His tenure spanned over 15 years, beginning as a branch manager in 1992 and working his way up to corporate auditor in 1996, credit analyst in 2001, auditor of audit and risk review in 2004, operations auditor in 2005, and manager of business risk review from 2006 to 2008. Mr. Harmon’s foundational role was at ITT Financial Services Company Inc. (now ITT Inc.) as a branch manager, dating back to 1989.
Mr. Harmon graduated from the University of Maryland in 1988 with a Bachelor of Arts in management. Becoming highly qualified in his field, he received credentials as a certified government auditing professional from the Institute of Internal Auditors Inc. in 2010, a certified fraud examiner through the Association of Certified Fraud Examiners Inc. in 2012, and a certified internal auditor through the Institute of Internal Auditors Inc. in 2014. Besides his educational accomplishments, Mr. Harmon remains at the forefront of his industry through membership with the Association of Government Accountants, the Association of Certified Fraud Examiners, and the Institute of Internal Auditors.
Reflecting on his remarkable career, Mr. Harmon recalls his most notable achievement between 2015 and 2018, overseeing the transition of security responsibilities from NATO to the Afghan military and police. Before this handover, NATO managed security within Kabul to establish a safe environment throughout the city. Mr. Harmon was leading a team of 25 staff members at the embassy. However, security risks soon escalated, restricting anyone from leaving the grounds. Eventually, Mr. Harmon connected with an advocacy group that provided him with auditing training that ultimately saved the entire program in Afghanistan. As the point person for signing budgets and contracts, he represented their agency and successfully managed a significant annual budget of $1 million.
