John Pereira

Title: Managing Director, U.S. Intelligence Committee
Company: EY
Location: Potomac Falls, Virginia, United States

John Pereira, managing director of the U.S. intelligence committee at EY, has been recognized by Marquis Who’s Who Top Executives for dedication, achievements, and leadership in consulting.

Across more than 30 years, Mr. Pereira has built a strong career of expertise in and around the United States intelligence community. He initially joined the CIA in 2005 as the deputy director for the Directorate of Support, a new section of the agency that he helped design. In this role, Mr. Pereira provided support for a range of CIA activities focused on national security. He was later promoted to deputy director of CIA for support and chief of corporate learning, demonstrating his value and contributions to the organization.

Though his responsibilities within the CIA shifted in 2013, Mr. Pereira remained deeply involved in the agency and the wider intelligence community as the vice president of intelligence community strategy at URS Corporation, a well-regarded government contractor. Concurrently with this role, he became an adjunct professor at George Mason University’s Volgenau School of Engineering, where he taught students seeking a master’s degree in applied information technology. When URS merged with AECOM in 2015, Mr. Pereira stayed at the organization as the vice president of intelligence community strategy. During this time, he continued making use of his deep connections in the U.S. intelligence community and maintained his connection to the CIA specifically as a senior executive and strategy and operations lead for the U.S. intelligence community.

Following five years as a consulting partner at IBM, Mr. Pereira stepped into his current role: managing director of the U.S. intelligence committee at EY. His responsibilities include using his experience as a former CIA executive to guide EY’s consulting efforts and aiding the company in retaining key talent. Mr. Pereira has played a major part in developing EY’s workforce, as well as ensuring that those employees have the necessary security clearances to do work related to the intelligence community. Through EY, he has moved forward efforts to ease long-standing difficulties within the world of U.S. intelligence.

Mr. Pereira’s performance in the field was born of his academic journey. He earned a Bachelor of Science in journalism from The George Washington University. Subsequently, Mr. Pereira completed an executive program for senior intelligence services officers at Northwestern University’s Kellogg School of Management in 2005. He has further solidified his credentials through a variety of government programs, including training in analysis, research, support, operations, advanced skills and leadership.

To remain aware of the latest developments affecting the intelligence community, Mr. Pereira has maintained his professional affiliation with a number of pertinent organizations. He is currently a member of The Intelligence and National Security Alliance, AFCEA International, and IBM Alumni. Mr. Pereira has previously participated in the Learning Innovations Lab community at Harvard University, as part of the conference board for the Executive Council on Talent and Organization Development, as an ex-officio member of the board of visitors for the National Intelligence University, and in the strategic focus group for Georgetown University’s Institute for Transformational Leadership. Additionally, he is a longtime supporter of and donor to the Partnership for Public Service.

Noted for his many achievements, Mr. Pereira has been honored with several honors from the U.S. government. He is a two-time recipient of CIA Director’s Award, obtaining it from Leon Panetta in 2011 and David Petraeus in 2012. In 2013, Mr. Pereira received the Presidential Rank Award for Distinguished Service as a Senior Intelligence Service Officer. Additionally, he was accredited to the Court of St. James in London as an official ambassador to the United Kingdom, which he considers a highlight of his professional life. With this accolade, Mr. Pereira followed in the footsteps of his father, who accomplished the same feat 20 years prior. He attributes his success to being at the right place at the right time and always focusing on what’s next rather than dwelling on the past.

Beyond his career, Mr. Pereira is a loving husband, father to five, and grandfather to one. He enjoys fostering dogs, hiking, and skiing in his free time. As he plans for his future, Mr. Pereira hopes to serve as a bridge for more substantial collaboration between the U.S. government and private industry. To this end, he aims to continue developing methods of nurturing talent on both sides.
