Steven E. Upton Jr., Business Development Lead at Scientific Research Corporation, has been recognized by Marquis Who’s Who Top Executives for dedication, achievements and leadership in Business Development and Program Management.

Mr. Upton has established a distinguished career spanning more than three decades, marked by expertise in business development and program management. In 2024, he assumed the role of business development executive at Scientific Research Corporation, an advanced engineering company, where he leads strategic initiatives to expand the organization’s reach and foster innovation within the defense and technology sectors.

Leveraging decades of experience in the industry, Mr. Upton served as a program manager and development lead at Raytheon from 2018 to 2024. He also served as a program manager for U.S. Department of Defense programs at Raytheon in Indianapolis for over two decades, starting in 2000. Mr. Upton’s tenure at Raytheon was instrumental in overseeing the delivery of over 400 radar systems for the F/A-18 Hornet fighter jet. When faced with the challenge of increasing production from two or three units per month to over 12, he recognized the need for collaboration and enlisted expert support. Through Mr. Upton’s leadership, the team implemented a streamlined process that significantly boosted output, enabling them to meet Boeing’s requirements for the F/A-18 Hornet program. This accomplishment stands as a testament to his ability to drive operational excellence and deliver results under demanding circumstances.

Mr. Upton also excelled as a program manager at The Vertex Company and as a senior program manager at V2X Inc during this timeframe. Earlier in his career, he worked as a software engineering technician at Prospective Computer Analysts Inc., dating back to the late 1990s.

Mr. Upton’s professional journey began with military service as an aviation electronics technician, third-class petty officer, in the U.S. Navy from 1994 to 1998. He completed four years of active duty followed by four years of inactive service. His decision to enlist at the age of 17 was motivated by a desire for personal growth and steady employment, following his recognition of limited academic options during high school. Excelling on the Armed Services Vocational Aptitude Battery Test, Mr. Upton chose a technical specialty that laid the foundation for his future career. His dedication and leadership were evident from the outset, as he quickly mastered new systems and became a sought-after expert within his unit.

Mr. Upton’s academic achievements have played a pivotal role in his professional advancement. He earned a Bachelor of Business Administration and Management in 2008 and a Master of Business Administration in 2010 from Indiana Wesleyan University. The knowledge gained through these programs equipped him with advanced management strategies and business acumen that have been integral to his success in both technical and leadership roles.

In addition to his professional responsibilities, Mr. Upton has demonstrated civic engagement through his ongoing involvement as the vice president of the Raytheon Veterans Employee Resource Group since 2015. In this capacity, he has supported fellow veterans within the organization and promoted initiatives that honor military service.

Throughout his career, Mr. Upton has credited his achievements to the core values instilled in him during his upbringing on a Kentucky farm. He attributes his perseverance and work ethic to observing his parents’ daily commitment and believes that respect and straightforward problem-solving are essential qualities for effective leadership. Mr. Upton’s approach is guided by the principle of keeping solutions practical and concise.

Mr. Upton aims to secure a senior director or vice president position to further maximize his impact on business operations and enhance outcomes for end-users. He hopes his generosity toward others and reputation will define his legacy as a pleasant and successful businessperson who prioritized personal integrity over professional accolades.
