Among other tasks, Ms. McCray-Moody advised on policy-related matters, managed communications and played a key role in overseeing the Commission on Landlord-Tenant Affairs. Elevated to manager of the Office of Landlord-Tenant Affairs in 2010, Ms. McCray-Moody led the department until her retirement in 2022. As a manager, she ensured the smooth functioning of the office by attending meetings, managing budgets and maintaining oversight of all operations. Although Ms. McCray-Moody no longer investigates complaints directly, her ongoing support is vital to office operations, particularly given the absence of a dedicated secretary, which allows staff members to focus on their primary duties.

Ms. McCray-Moody’s academic foundation included a Bachelor of Arts in psychology from The George Washington University in Washington, D.C., earned in 1977. Her education provided her with valuable insights into human behavior and communication, skills that have been instrumental throughout her career in public service.

Now in its 15th edition as of 2025, the handbook has expanded from 20 pages to over 75 pages under Ms. McCray-Moody’s meticulous care. Each annual update reflects her expertise in landlord-tenant law and her commitment to keeping readers informed about evolving regulations on security deposits, lease requirements and tenant rights. The handbook stands as a testament to her dedication and is widely recognized as an indispensable tool within Montgomery County.
