New York City Department of Education
Location: Brooklyn, New York, United States

Josh S. Juggassar, Confidential Investigator at the New York City Department of Education, has been recognized by Marquis Who’s Who Top Executives for dedication, achievements and leadership in Administrative Investigations.

Mr. Juggassar has enjoyed a notable career in public service and investigation, most recently serving as a confidential investigator for the New York City Department of Education (DOE) since April 2022. In this capacity, he investigates administrative complaints involving all adult staff within the department, as well as non-department associations and vendors contracted by the department, such as the YMCA, New York Edge and various after-school programs that employ adult staff. Notably, Mr. Juggassar’s work focuses on civil complaints rather than criminal matters. The DOE employs approximately 140,000 individuals across the five boroughs, with investigative responsibilities shared among more than 25 investigators. Recognized as a supervisor, Mr. Juggassar is eager for the future of his career in this sector, expressing aspirations to advance further within the investigative ranks.

Securing his position with New York City was a significant achievement for Mr. Juggassar, particularly given the competitive nature of the role and the typical requirement for advanced degrees or certifications. He successfully passed a rigorous city examination despite lacking prior direct experience in the field. His selection was based on his demonstrated skills and potential, which he has continued to develop throughout his tenure. Mr. Juggassar takes pride in having earned this opportunity and in maintaining his role in New York City government for nearly a decade.

In 2019, Mr. Juggassar served as an investigator with the Office of the Buildings Marshal at the New York City Department of Buildings. In this role, he helped ensure compliance with building regulations and standards across the city. From 2016 to 2019, Mr. Juggassar worked as an investigator in the Office of Internal Affairs and Employee Discipline at the New York City Department of Buildings. His responsibilities included monitoring employee conduct and upholding ethical standards within the department.

Before transitioning into public service, Mr. Juggassar was employed as a Magnolia sales consultant at Best Buy Company in 2016 and 2017, where he specialized in selling high-end stereo and home theater equipment. He also supported retail operations as a cashier and stockroom assistant. In 2014, Mr. Juggassar was a leasing agent at ALLCARS Car Rental, managing client relations and vehicle rentals. Among other diverse roles, Mr. Juggassar worked in banking and insurance. He began his professional journey as a financial representative with Northwestern Mutual in 2005.

Mr. Juggassar earned a bachelor’s degree in business management and finance from Brooklyn College in Brooklyn, New York, in 2003. This educational background equipped him with analytical skills and financial acumen that have been instrumental throughout his career.

Beyond his work, Mr. Juggassar’s commitment to civic engagement is evident in his longstanding involvement with scouting organizations. He earned the rank of Eagle Scout in 1995 with Boy Scout Troop 510 and later served as an assistant scoutmaster and a troop committee member. These experiences fostered leadership skills and community values that have informed Mr. Juggassar’s approach to public service.

Mr. Juggassar has also contributed to public awareness through authorship. In 2025, he wrote a pamphlet titled ‘How to Deal with Cancer Diagnosis and Understanding the Role of a Caregiver,’ drawing from personal experience during his own illness with leukemia to offer guidance to others facing similar challenges.

In light of his professional excellence, Mr. Juggassar has received several awards, including one from Northwestern Mutual in 2006, when he was also named Employee of the Month for two consecutive months. A pivotal influence on his professional development and success was his mentor, who was the chief of investigations at the Department of Buildings. This mentor’s extensive experience with Homeland Security and the Department of Investigations in New York City provided invaluable guidance and opportunities for growth within investigative fields.
