Anthony L. Throughout a distinguished career spanning more than two decades, Mr. Howell has demonstrated expertise in employment law, employee relations, policy and compliance, intelligence operations and security. His association with Cirkul began in 2022 when he was appointed director of people operations in Tampa, Florida, a role he held until 2026 before advancing to senior director of people and security operations.

In his current position, Mr. Howell leads a team of business partners across five manufacturing plants in Florida and Utah while overseeing all aspects of facility security. He manages a staff of 14 security guards alongside several managers responsible for round-the-clock safety at all sites. Additionally, Mr. Howell handles employee relations issues, including administrative complaints, Equal Employment Opportunity Commission matters, mediation, arbitration and litigation, while directing talent management and employee learning programs for manufacturing staff.

In parallel with his corporate responsibilities, Mr. Howell founded PeacePoint Consulting LLC in 2024 and serves as its fractional chief human resources officer. Through this organization, he advises companies on essential practices, such as developing codes of business ethics, employee handbooks and policies on noncompete agreements, as well as preparing organizations for transitions from independent contractor to full-time employment models. Mr. Howell’s guidance enables businesses to scale effectively by establishing robust people strategies tailored to their needs.

Mr. Howell’s journey in the business sector began after a notable tenure in the U.S. Air Force as a senior noncommissioned intelligence officer from 1998 to 2012. During this period, he developed a foundation in leadership and operational oversight that would inform his subsequent roles in both public service and private industry.

Following his military service, Mr. Howell transitioned to the Defense Intelligence Agency (DIA), where he held several key positions. As an executive officer at the National Center for Medical Intelligence from 2007 to 2012, he managed critical administrative functions supporting national security objectives. Mr. Howell then served as a manager of globally deployed forces at the DIA until 2013, overseeing personnel and logistics for international assignments.

From 2013 to 2016, Mr. Howell was appointed as the deputy director of talent management at the DIA’s U.S. Central Command. In this capacity, he led a transformative overhaul of the agency’s talent management system. This multiyear initiative integrated new processes for performance feedback, promotions, assignments and training across an 18,000-employee workforce. This comprehensive project improved the employee lifecycle from hiring through retirement and stands as one of Mr. Howell’s most significant professional accomplishments.

Advancing within the DIA, Mr. Howell became a chief of staff and director of resources and finance from 2016 to 2021. He managed resource allocation and financial planning for mission-critical operations until he retired from federal service in 2021, culminating in a total of over 20 years serving the federal government.

In the private sector, Mr. Howell joined CONMED Corporation, a global medical technology company, in Largo, Florida, in 2021 as a director and human resources business partner, and then as a human resources director that same year until 2022. There, he contributed to strategic human resources initiatives supporting organizational growth and employee engagement.

Academically, Mr. Howell earned an Associate of Applied Science in hospitality administration and management from the Community College of the Air Force at Air University within the U.S. Air Force in Montgomery, Alabama, in 2007. He also received a Bachelor of Business Administration from the College of Business at East Carolina University in Greenville, North Carolina, conferred in 2007. These academic achievements have provided a strong foundation for Mr. Howell’s success across both military intelligence operations and human resources leadership roles.

Mr. Howell’s expertise is further underscored by several advanced credentials, including certified workplace mediator through the Mediation Training Institute at Eckerd College in 2014, certified career development officer from the Central Intelligence Agency in 2015 and certified CliftonStrengths coach through Gallup, Inc., in 2021. He was also recognized as a Society for Human Resource Management senior certified professional from 2019 to 2026.

Beyond professional obligations, Mr. Howell has been serving as a board member for Transformative Aid for Mental Health and Rehabilitation in Dallas, Texas, since 2025 and volunteers with Feeding Tampa Bay and The Kind Mouse organization in St. Petersburg, Florida, reflecting his dedication to community support. Previously, he served as a board member for Earth to Autism in St. Petersburg from 2023 to 2025.

Mr. Howell distinguishes himself through unwavering openness to new opportunities and perspectives. His willingness to take on tasks regardless of size or complexity has made him an invaluable team member throughout his career. By consistently volunteering for challenging assignments, no matter how menial, he has become a trusted resource among peers and leaders alike. This proactive approach has cultivated trust within teams while providing Mr. Howell with diverse experiences that have enriched his professional journey.

Lauded for his contributions, Mr. Howell has been recognized through various awards bestowed by the DIA, the U.S. Intelligence Community and the U.S. Air Force, testament to his excellence across multiple domains. He attributes much of his success to maintaining optimism regardless of circumstance while practicing generosity toward others. Mentorship has also played a pivotal role throughout Mr. Howell’s journey, most notably through Lieutenant General Dimitri Henry, whose leadership style left an indelible mark on his professional philosophy.

Looking ahead, Mr. Howell aims either to consult full time or serve as the chief people officer within an organization dedicated genuinely to community impact, whether it be a nonprofit or socially responsible enterprise. His goal is always to maximize positive influence and help others wherever possible.
