Yaciel Edelio Tellez Toledo, chief information security officer at the Information Services Division of the New Mexico Children, Youth and Families Department, has been recognized by Marquis Who’s Who Top Executives for dedication, achievements, and leadership in social services.

Building on nearly 20 years of experience in management roles, Rev. Toledo currently serves as the chief information security officer at the Information Services Division of the New Mexico Children, Youth and Families Department. Concurrently, he offers guidance to students as a computer science instructor at Central New Mexico Community College. Rev. Toledo has held several other positions with the New Mexico Children, Youth and Families Department prior to his current job, including network manager, acting chief information security officer and deputy chief information officer of the Vocational Rehabilitation Division. From 2010 to 2018, he owned and operated IT Services John 316. Rev Toledo’s early career includes time as a security researcher for RiskSense Inc., an infrastructure engineer for the Albuquerque Public Defender’s Office and a technology and network specialist for Albuquerque Public Schools, among other roles. His professional life began when he contributed as a business analyst manager to the University of Computer Science in Havana from 2005 to 2008.

A strong academic foundation backs up Rev. Toledo’s accomplishments. He obtained a bachelor’s degree in computer science from the University of Computer Science in 2008 in Havana, Cuba, followed by a bachelor’s degree in education from the José de la Luz y Caballero University of Pedagogical Science in 2008. Rev. Toledo earned a Master of Business Administration from the University of Phoenix in 2012. He has further solidified his credentials with numerous certifications, such as information technology infrastructure library (ITIL) from PeopleCert, information systems auditor from the Information Systems Audit and Control Association and professional pre-K-12 licensing from the New Mexico Public Education Department. Dedicated to lifelong learning, Rev. Toledo is currently pursuing a PhD in transdisciplinary cybersecurity from the New Mexico Institute of Mining and Technology. 

Beyond his career, Rev. Toledo is deeply committed to improving the world through his faith. He founded his own church, Heart of Worship, in 2016 and remains the pastor of that establishment. That same year Rev. Toledo launched Helping Our World, a nonprofit organization devoted to addressing homelessness. He credits his faith for his success, as well as hard work and a willingness to make sacrifices. Looking to the future, Rev. Toledo intends to further expand his ministry, which is already active in Cuba, Mexico, Honduras, Spain, Pakistan and more. In his personal and professional life alike, he plans to work hard to continue providing better service to the community that depends on him.
