Kent Lamparter Hibben, Acquisition Specialist at U.S. Department of Energy HQ, has been recognized by Marquis Who’s Who Top Executives for dedication, achievements, and leadership in the Government and Energy Sectors.

Mr. Hibben is an employee of the U.S. Department of Energy (DOE), where he has been instrumental as an acquisition specialist and a senior small business advocate in the Office of Small Disadvantaged Business Utilization (OSDBU). Leveraging over three decades of experience with the federal department, he is tasked with identifying innovators, entrepreneurs and startups and assisting them with federal engagement. Besides counseling small businesses, Mr. Hibben represents the OSDBU and the DOE in various capacities, including his affiliation with its tribal energy steering committee.

Having joined the DOE in 1991 as a budget analyst, small business specialist EERE and tech transfer, Mr. Hibben remained in his position until 2011. He was also a small business advocate from 2008 to 2012 before being named a senior advocate. Founded in 1977, the DOE serves as an executive department of the U.S. federal government. Its purpose is to oversee U.S. national energy policy and energy production, the research and development of nuclear power, the military’s nuclear weapons program, and other energy-related initiatives. The DOE is headquartered in Washington, D.C.

Before pivoting into the energy sector, Mr. Hibben was a licensed stockbroker. Fueled by his passion for helping the disadvantaged, he has garnered tremendous rewards through his work as a federal civil servant. In addition to his work at the DOE, Mr. Hibben serves as a luthier at June Apple Dulcimers Inc. in Accokeek, Maryland, where he specializes in building and repairing string instruments.

In preparation for his future, Mr. Hibben received a bachelor’s degree in economics, French, German, linguistics and political science from the University of Maryland Baltimore County in 1987 and a master’s degree in technology entrepreneurship from the University of Maryland. He also holds FAC-II certification. To remain at the forefront of his industry, Mr. Hibben is a member of the National Contract Management Association, a professional association based in Ashburn, Virginia.

In addition to his work-related endeavors, Mr. Hibben is affiliated with the Folklore Society of Greater Washington and the Greater Accokeek Civic Association. He is also a supporter and former Alice Ferguson Foundation board member.

Throughout his lengthy career in the industry, Mr. Hibben has become widely recognized for promoting energy technologies, small business procurement policies and practices, and technology transfer initiatives. He has positively impacted the community, particularly assisting those in need in the U.S. Among his most notable accomplishments, Mr. Hibben helped initiate the DOE Small Business First Policy and the DOE Technology Transfer Execution Plan and led the Acquisition Reform Initiative. He also drafted several legal decisions regarding refund cases for businesses. Moreover, Mr. Hibben was influential in establishing the Office of Technology Transitions, responsible for transferring several inventions to the private sector, and teaming up with the Federal Laboratory Consortium to enhance their training resources.

Mr. Hibben is eager for the future of his career with the DOE. He looks forward to mentoring junior federal colleagues as they progress in their roles while remaining steadfast about assisting firms located on federally recognized tribal lands and federal contracting space.
