Since 2024, she has served as the president of government healthcare solutions at Conduent Inc. In this capacity, Ms. Sever holds end-to-end responsibility for a comprehensive portfolio that empowers government agencies across the U.S. to enhance operations and better serve constituents.

Ms. Sever’s work is distinguished by her ability to drive operational efficiencies across eligibility, enrollment and state-administered Medicaid programs. She oversees Conduent’s commitment to delivering best-in-class end-user experiences that align with government missions while lowering costs and ensuring compliance. Ms. Sever also leads innovative solutions that streamline operations, increase program participation and improve compliance, efforts she considers among her most notable achievements.

Before her current position, Ms. Sever excelled at Magellan Federal (now Magellan Health Inc.). Beginning in 2021, she served as a senior vice president of strategy and growth. Then, in 2022, she was named interim chief executive officer. From 2022 to 2024, she held the position of chief operations officer. In these roles, Ms. Sever reinvigorated organizational growth and implemented business processes that drove efficiency and impact. Her leadership was instrumental in shaping business strategies that delivered measurable results for clients.

Recruited from the National Committee for Quality Assurance, Ms. Sever spent 2020 and 2021 as the associate vice president of business development, quality measurement and the research group. She also served as a consultant at Cadence Health Strategies LLC from 2017 to 2020, where she leveraged her expertise to advise organizations on strategic initiatives within the health services sector. Concurrently, Ms. Sever held the role of vice president of health strategy and business development at Maximus, a Virginia-based company, from 2017 to 2020, following her initial role as the vice president of health services there for five years, beginning in 2011. In this capacity, she led health initiatives that secured over $5 billion in new opportunities and pioneered federal programs with Veterans Affairs.

Ms. Sever’s earlier career included serving as the vice president of business development for the public sector at ValueOptions (now Carelon Behavioral Health) from 2008 to 2011 and as the vice president of business development at UBH within UnitedHealth Group between 2007 and 2008. She also spent over five years contributing her expertise as the vice president of public sector development at APS HealthCare, beginning in 2001. Ms. Sever’s professional journey began in public service with the Idaho Department of Health & Welfare between 1992 and 2000, where she advanced through several roles, including deputy administrator for the division of family and community services, bureau chief for the same division, child protection program specialist and regional director.

Highly educated, Ms. Sever’s academic foundation included acquiring a Bachelor of Arts in psychology at Davidson College in Davidson, North Carolina, in 1988 and a master’s degree in social work with an emphasis on administrative social work at the University of South Carolina in Columbia in 1992. Additionally, she earned a graduate certificate in gerontology from the University of South Carolina in Columbia. These educational experiences have equipped Ms. Sever with critical analytical skills and a deep understanding of human behavior, assets that have underpinned her successes across diverse roles.

A member of NAMI since 2005, Ms. Sever remains committed to continuous professional development and mentorship within her field. Beyond her professional involvement, she has maintained active involvement with civic-minded organizations throughout her career. She has served as a child advocate with CASA of Westmoreland since 2022. Previously, Ms. Sever held various roles, including executive board member with Norwin Band Aides for Norwin School District from 2015 to 2017.

Ms. Sever’s expertise in government contracting and government services has become widely recognized within the industry. She is praised for achieving an exceptional level of knowledge in navigating complex regulatory landscapes while fostering strategic relationships across Medicaid, Medicare, mental health and developmental disabilities sectors. Throughout her career, Ms. Sever has distinguished herself through a compassionate approach to leadership, prioritizing team well-being and client satisfaction while maintaining clarity and direction in her guidance. Drawing upon her social work training, she advocates for meeting individuals where they are before fostering growth. Ms. Sever’s effective communication skills have set her apart from others in her field.

In light of her accomplishments, Ms. Sever has been recognized through numerous awards, including earning the Leading for Impact Award at the Women in Leadership Conference from 2018 to 2019, receiving Chief Executive Officer of the Year honors from WashingtonExec Inc. in 2023, and being named one of the Top 50 Women Leaders of Pennsylvania by Women We Admire in 2025. She attributes much of her success to having had fabulous mentors throughout her career. Having since given back, Ms. Sever hopes those who hear her name recognize her dedication to mentoring others.

Looking ahead, Ms. Sever aims to establish Conduent Inc. as a premier government contractor while stabilizing the company through succession planning. Hence, its success is not solely dependent on any one individual. She also intends to deepen her engagement with charitable work while achieving greater balance between professional commitments and community contributions.
