Gilles Alfandari, Advisor for Multilateral Organizations and G7/G20 at the World Bank Group, has been recognized by Marquis Who’s Who Top Executives for dedication, achievements and leadership in Finance and Development.

Mr. Alfandari has dedicated over three decades to the World Bank Group, where he currently serves as an advisor for multilateral organizations and the G7/G20. Since 2016, he has been instrumental in maintaining and developing key partnerships for the World Bank, contributing to global economic policy initiatives, and supporting the organization’s mission to promote sustainable development and global economic growth through job creation. Mr. Alfandari’s expertise in economic diplomacy, multilateral economic affairs, debt sustainability and financing for development has been pivotal in representing the World Bank Group in international fora such as the G20 International Financial Architecture Working Group, the OECD’s Development Assistance Committee, and the Asia-Pacific Economic Cooperation Forum.

Before his current role, Mr. Alfandari was a senior economist in economic management and operational policy at the World Bank from 1999 to 2015. His tenure with the organization was significant, as he played an essential role in reducing the external debt of the world’s poorest countries through his work on the Heavily Indebted Poor Countries Initiative. This groundbreaking program, launched by the World Bank and the International Monetary Fund, provided debt relief to impoverished nations and remains one of his proudest accomplishments. Mr. Alfandari’s efforts extended to working with countries or regions in conflict or transitioning out of conflict, notably aiding the Central African Republic in regaining its place in the international community. 

Mr. Alfandari began his career as a consultant in policy research and capital markets development at the World Bank Group between 1994 and 1997. He briefly pivoted from 1997 to 1999, serving as a macroeconomist with a focus on emerging markets in Central and Eastern Europe at the Institute of International Finance. His work involved understanding how economies emerging from the Soviet bloc could be reformed through market liberalization. This experience provided Mr. Alfandari with deep insights into how economies function and how market systems can be optimized for growth and stability. 

In preparation for his future, Mr. Alfandari became highly educated. He received a master’s degree in mathematical economics from L’ENSAE Paris in 1991, a master’s degree in economic policy from the School of Advanced Studies in Social Sciences in France in 1992, and a master’s degree in international relations from Sciences Po Paris in 1997. He also completed several certifications, including one in development economics and international development at the University of Oxford in 1993, another in economics from The London School of Economics and Political Science in 1994, and a course on the cutting edge of development thinking from the Harvard Kennedy School in 2010. Furthermore, Mr. Alfandari passed all three levels of the Chartered Financial Analyst program.

Mr. Alfandari has contributed to scholarly publications, including co-authoring “Actors of Diplomacy, Security, and Development: A Collaboration Program within Fragile States and Societies” in 2007 and serving as the lead author for “Financing for Development Post-2015” for the World Bank Group in 2013.

Throughout his career, Mr. Alfandari has been recognized for his contributions with several accolades, including the President’s Award for Excellence from the World Bank Group in 2001.
