Brittney Michelle Duncan, MPH, a senior policy analyst, policy director and project manager, has been recognized by Marquis Who’s Who Top Executives for dedication, achievements, and leadership in project management.
Across more than a decade, Ms. Duncan has established herself as a project manager, policy director, and senior policy analyst, quickly growing in esteem. Initially intending to pursue dentistry, she joined the U.S. Army as a preventive dentistry specialist in 2007. After five years in the military, Ms. Duncan decided to shift to pursuing a career in policy, inspired by her family’s history in health care. She has found that working in policy offers her numerous avenues for making a positive impact on people’s lives in a similar way to how she would have wanted as a dentist or doctor.
While pursuing her education, Ms. Duncan gained early professional experiences as an administrative assistant, student worker and veterans affairs representative at Georgia Southern University’s Armstrong Campus (formerly Armstrong State University). Beginning in 2015, she contributed as an administrative care coordinator for the Armed Forces Services Corporation and an advanced medical support assistant for the U.S. Department of Veterans Affairs. Ms. Duncan stayed with the Department of Veterans Affairs through 2020, taking on the role of financial revenue technician.
In 2020, Ms. Duncan became a program and policy analyst for the Wisconsin Department of Health Services. Over several years with the Wisconsin Department of Health, she reviewed thousands of complex documents and helped streamline the organization’s grant exemption policy. Ms. Duncan managed more than $35 million in public health funding and produced monthly and annual fiscal tracking reports that helped inform strategic decisions for the state. She was particularly focused on supplier diversity initiatives, as well as efficiently using funding to address statewide problems stemming from the COVID-19 pandemic and the opioid crisis.
Ms. Duncan’s performance in her field was born of her academic journey, beginning with an Associate of Arts in liberal arts from Armstrong State University in 2013. She remained at that institution to obtain a Bachelor of Arts in liberal studies in 2015. Subsequently, Ms. Duncan earned a Master of Public Health from The Chicago School’s College of Professional Psychology in 2018. Though she had to take a career break in 2022, she has remained committed to self-improvement through a wide range of professional development courses. Ms. Duncan is certified in Six Sigma principles through Coursework, as a scrum master, in the foundations of project management through Coursera and as a project management professional authorized training partner through the Institute for Veterans and Military Families. Additionally, she was recognized as a Lean Six Sigma yellow belt via the Tri County Career Academy in 2025 and has previously completed training as a dental specialist, preventive dentistry specialist and combat lifesaver and in wheeled accident avoidance through the U.S. Army.
Among her career accomplishments, Ms. Duncan is particularly proud to have garnered a number of accolades for her military service. She was presented with a certificate of achievement by Col. R. Craig Shakespeare in 2010, alongside a Good Conduct Medal. From there, Ms. Duncan was awarded an Army Commendation Medal and a Star of the Marne and was a three-time recipient of the Army Achievement Medal. She credits her success to the support and motivation of her family, especially her father, who taught her the family motto: “I’m a Duncan, you don’t quit.”
Beyond her professional life, Ms. Duncan is also a loving mother to one child and enjoys spending as much time with her family as possible. As a single mother, she hopes to work with other mothers in the future, especially those connected with the military, in order to provide support. Ms. Duncan’s upcoming career goals include publishing a book and being more open about mental health issues, particularly within the Black community. She is hopeful that sharing the story of her struggles can serve as inspiration for others who are working through their own challenges.
