William Edward Clancy, Senior Policy Advisor at U.S. Department of State Diplomatic Security Service, has been recognized by Marquis Who’s Who Top Executives for dedication, achievements, and leadership in criminal law and procedures.
Having accrued more than 45 years as a sworn state and federal law enforcement officer and more than 35 years as an attorney, Mr. Clancy is distinguished for his inimitable service to federal safety. Since 1999, he has served as a senior policy advisor for the U.S. Department of State Diplomatic Security Service. As the principal legal instructor for the department, Mr. Clancy trains all law enforcement personnel and agents in charge of such entities as the Marine Corps. Simultaneously, he was a professional lecturer within the forensic science program at George Washington University from 1986 to 2015. Likewise, Mr. Clancy has lectured worldwide, having received commendations from the Central Intelligence Agency (CIA), U.S. Marshal Service (USMS), Veterans Affairs Office of Inspector General (VA-OIG), U.S. Attorney for the District of Columbia, U.S. Attorney for the Southern District of New York and the Bureau of Printing and Engraving.
For more than 20 years, from 1976 to 1999, Mr. Clancy was a special agent in charge of the U.S. Secret Service within the Office of Chief Counsel. As a member of the Secret Service, he protected prominent political figures including former U.S. Presidents Richard Nixon and Gerald Ford, as well as former Soviet President Mikhail Gorbachev, former German Chancellor Helmut Kohl and former Canadian Prime Minister Brian Maroney. He recalls these years as some of the most memorable and rewarding moments of his career. Prior, Mr. Clancy commenced his career as a special investigator with the New York State Office of the Special Prosecutor from 1974 to 1976.
Finding great success throughout his career, Mr. Clancy has been the recipient of myriad accolades. In 1996, he received an award from U.S. Attorney Eric Holder for assistance in prosecuting dangerous offenders. Two years earlier, the Federal Bar Association and Attorney General Reno awarded him for the operation of the most successful federal task force in 1994. Mr. Clancy attributes his success to a great deal of guidance from his father, who was a member of the New York City Police Department, as well as being provided quality secondary education from Xavier High School in Manhattan. Continuing his studies, Mr. Clancy attended the John Jay College of Criminal Justice where he earned a Bachelor of Arts and Master of Arts in criminal justice in 1975. Shortly thereafter, he achieved a Doctor of Jurisprudence from the St. John’s University School of Law in 1982.
A former chair of training of the International Association of Financial Crime Investigators, Mr. Clancy served on the FAA Carriage of Weapons Task Force from 1997 to 1999. Likewise, he served on the Department of State International Law Enforcement Academy Steering Committee for four years until 2004, as well as on the USMS Judicial Security Advisory Board from 2006 to 2013. Notably, Mr. Clancy proposed various pieces of legislation that have come to fruition in expanding the authority of the Secret Service and Diplomatic Security Service. Presently, he maintains affiliation with the Federal Law Enforcement Officers Association. In five years’ time, he hopes to contribute to law enforcement agencies as a side contractor in order to offer essential training to law enforcement professionals.
