With over 40 years of experience to his credit, Mr. Gruber has excelled as chief executive officer and managing investor at A+ Heler’s Dry Ice & C02 since 2019. He began his career as principal engineer and owner of Neal J. Gruber, PE, and Hydromet Data Services Inc. from 1982 to 1991. He served as senior water resources engineer at the Michael Baker Corporation from 1997 to 2003 before transitioning to MicroPact Engineering as principal civil engineer from 2003 to 2004. At Black & Veatch, he garnered a stellar reputation as senior water resources engineer from 2004 to 2013. He found success at Neal J. Gruber, M.E., P.E, D.CE, Consulting Services as an independent consultant from 2014 to 2016 and a management consultant from 2017 to 2019.

Before embarking on his professional path, Mr. Gruber pursued an education at the University of Colorado Boulder where he earned a Bachelor of Science in civil and architectural engineering in 1972. He continued his academic efforts at the University of Florida, graduating with a master’s degree in coastal and ocean engineering in 1973. He completed post-masters coursework in hydraulics and coastal engineering at Queen’s University from 1975 to 1976 and coursework towards a PhD in environmental and resource engineering at the College of Environmental Science and Forestry at the State University of New York in 1988. He holds a certification as a floodplain manager from the Association of State Floodplain Managers, Inc. 

In addition to his primary vocation, Mr. Gruber remains affiliated with various organizations in relation to his areas of expertise. He was a member the Wisconsin Academy of Science, Arts and Letters, the Renewal Energy Program of the Madison Area Technical College Advisory Committee, and was past committee chairman of the Hydrology Division of the American Society of Civil Engineers. 

Mr. Gruber volunteered with the Planning and Policy Committee of Water Sentinels since 2014 and the Citizen Climate Lobby in 2016, and performed stream flow and water quality sampling for the Token Creek, Rock Creek Coalition since 2016. He found success with multiple studies and analyses he performed in Croatia, the Republic of Georgia, Romania, and in the United States. Moreover, he served as program director of the Real-time Water Resource and Hydropower Scheduling and Allocation Decision Assistance Computer System from 1982 to 1990.
