Mr. Owens’ military service further distinguishes his career. He served as a surface sonar technician in the U.S. Navy, where his exemplary service earned him a U.S. Navy Good Conduct Award, among other commendations. He has also been active in community service as a Sunday school teacher and participant in community awareness events. Prior to these accomplishments, he laid a foundation with a Bachelor of Science in public administration from California State University, Dominguez Hills.
