Bill Jacks, car experiment boss and executive director of the Terra Fuego Resource Foundation, has been recognized by Marquis Who’s Who Top Executives for dedication, achievements, and leadership in prescribed fire and firefighting.
Mr. Jacks has built a distinguished career in prescribed fire, wildland firefighting, and fire ecology. Since 2023, he has served as executive director of the Terra Fuego Resource Foundation, a nonprofit organization dedicated to promoting healthy forests, grasslands and open spaces through sustainable land management practices, including prescribed burns and mechanical fuel reduction. In this role, he advocates for reintroducing prescribed fire as a critical solution to the wildfire crisis, emphasizing the importance of frequent fire in fire-prone landscapes to restore ecological balance. In addition, he serves as chief executive officer of Stonehenge Signs Incorporated, a company specializing in crafting durable, handcrafted signage from natural materials such as stone, wood, and bronze. He is also a lead member of the Plumas Underburn Cooperative, a community-based prescribed burn association in Plumas County, California, that collaborates with landowners to utilize prescribed fire as a tool for private land management.
Laying an educational foundation, Mr. Jacks earned a Bachelor of Science from Humboldt State University, now California State Polytechnic University, Humboldt in 2007, and certification in the prescribed fire burn boss program in California. Reflecting on his path, his journey in fire management began in 1998 when he developed a deep understanding of the fire-prone landscapes of the West and the traditional fire ecology practices used by Native Americans. His early firefighting experiences allowed him to build valuable connections, including meeting the founder of Fire Storm Wildland Firefighting Inc., which was instrumental in his professional growth and eventual leadership at Terra Fuego. He is a strong advocate for reestablishing Native American ancestral burning practices and emphasizes the importance of frequent, well-timed fire to manage landscapes sustainably.
Mr. Jacks has had several standout accomplishments in his career, including successfully advocating for a rule change in Quincy regarding prescribed fire use, demonstrating his ability to influence policy at the local government level. Looking to the future, he envisions establishing a Terra Fuego-prescribed fire work center in every county of California, with plans to expand across the west coast to Colorado’s continental divide. The aim of this goal is to address the urgent need for fire management in fire-prone landscapes, many of which were historically tended by Native Americans. By restoring prescribed fire practices, he seeks to mitigate forest destruction and promote sustainable land stewardship across the region.
