Eila Phailbus Latif, division director at Catholic Charities, has been recognized by Marquis Who’s Who Top Executives for dedication, achievements, and leadership in charity work.
With over four decades of experience, Ms. Latif has established a successful career in charity work. She currently serves as division director of economic development services at Catholic Charities of Santa Clara County, a role she has held since 2014, and as director of the Catholic Charities Employment Network and Focus for Work since 1993. In her roles, she manages seven programs, including four focused on mental health and employment, two supporting justice-involved individuals, and one providing immigration legal and benefits services such as Medi-Cal enrollment. She also oversees a program offering free tax services to low-income individuals, with a primary focus on helping marginalized individuals access and sustain employment. Her experience also includes serving as director of Lincoln County Mental Health at Prestera Center from 1987 to 1992, and as a research associate in psychiatry at Mayo Hospital in Lahore, Pakistan, from 1983 to 1994. She laid a strong educational foundation, earning a Bachelor of Arts in English literature and psychology from Kinnaird College for Women in 1981, a Bachelor of Science in psychology from Mount Holyoke College in 1983, and a master’s degree in counseling psychology from Marshall University in 1987.
Reflecting on her path, Ms. Latif’s most notable achievement is her 31 years of dedicated service at Catholic Charities, where she has championed mental health recovery and employment access for clients facing significant barriers. In the past year, the organization provided employment services to 549 individuals, many of whom navigated severe mental illness, justice involvement, language barriers, or limited skills. She takes pride in the organization’s individualized, trust-based approach, which has consistently helped job-seekers achieve meaningful employment. In light of her impressive undertakings, she was honored as one of the Silicon Valley Business Journal’s Women of Influence in 2019 and received the Neighborhood Award from the Board of Supervisors in Santa Clara County. She attributes her success to her deep passion for her work and her steadfast belief in the importance of her profession. Looking to the future, she plans to expand the Individual Placement and Support program, which has been pivotal in shaping service design at Catholic Charities.
