Lori A. Silcox, Representative to West Africa at Transportation Security Administration, has been recognized by Marquis Who’s Who Top Executives for dedication, achievements and leadership in aviation security. 

Ms. Silcox has established a notable career in aviation security, marked by her present position as representative and attaché to West Africa for the Transportation Security Administration at the U.S. Embassy in Dakar, Senegal. In this post, she has been responsible for overseeing transportation security matters related to homeland security across the region since 2022. Her duties include coordinating airport and air carrier assessments, managing federal air marshal missions, and engaging with host governments to ensure compliance with security protocols. Ms. Silcox’s expertise in people skills allows her to establish rapport with individuals from diverse backgrounds, a crucial asset in her line of work.

Beginning her career as a teacher at the junior high school and high school level, Ms. Silcox has found much success within the Transportation Security Administration since 2002, at which point she joined as a transportation security officer. Over the following 20 years, she advanced through various roles, including lead transportation security officer, aviation training instructor, security training instructor, training supervisor, and preclearance aviation security advisor in Ireland. Her dedication and versatile skill set led her to become a training specialist at Indiana airports and later a program analyst and instructor within the international capacity development branch. From 2012 to 2022, Ms. Silcox additionally managed international capacity development operations

Ms. SIlcox’s leadership extended beyond the TSA as she was appointed director of the International Civil Aviation Organization’s  Aviation Security Training Center in Washington, D.C., from 2011 to 2013. Her commitment to enhancing global aviation security is further evidenced by her appointment as the U.S. representative to both the ICAO Working Group on Training and the European Civil Aviation Conference Training Task Force. Ms. SIlcox’s participation in Operation Allies Refuge during the Afghanistan evacuation effort underscores her ability to respond effectively under pressure.

To support her professional ambitions, Ms. Silcox initially pursued an education at Graceland University, from which she earned a bachelor’s degree in world history, American history, and secondary education in 2001. During this time, she was greatly influenced by one of her undergraduate professors, Dr. Steven Glazer. She ultimately concluded her academic efforts at American Military University in 2011, graduating with a master’s degree in homeland security and terrorism studies. Since 2015, she has held credentials as a certified instructor through the International Civil Aviation Organization. Ms. Silcox’s studies have been instrumental in shaping her understanding of global security dynamics and informing her strategic approach to aviation security challenges.

Ms. Silcox’s achievements have been recognized through numerous accolades, including the TSA Global Aviation Security Individual Award in 2014 and the TSA Global Aviation Security Team Award in 2016. She was previously presented with the Federal Employee Education and Assistance Leadership Award and Federal Employee of the Year Award in 2009. These honors reflect her dedication to excellence and leadership within her field.

Beyond her professional endeavors, Ms. Silcox is actively involved in civic initiatives that support various causes such as women’s shelters, local soccer leagues, and orphanages in Dakar. Her efforts demonstrate a commitment to making a positive impact on her community and beyond. In her personal life, she enjoys reading, hiking, traveling, and learning about new cultures—activities that align with her goal of making the world a better place through innovative ideas and actions that inspire change globally.
