Qianyu Hu, Assistant District Engineer at the Maryland Department of Transportation’s State Highway Administration, has been recognized by Marquis Who’s Who Top Executives for dedication, achievements and leadership in Civil Engineering.

Ms. Hu has established herself as a distinguished leader in the field of civil and transportation engineering, currently serving as the assistant district engineer at the Maryland Department of Transportation’s State Highway Administration since 2024. In this capacity, she leads and manages the traffic engineering program for Montgomery County, coordinating with stakeholders and supervising multidisciplinary teams responsible for traffic operations, studies, signal timing and device implementation.

Among other responsibilities, Ms. Hu directs the review and approval of traffic studies to ensure compliance with the Manual on Uniform Traffic Control Devices and state regulations. She also coordinates with local governments, consultants and community representatives to address traffic concerns, provides technical guidance on complex issues such as signal warrants, speed management and traffic calming, manages performance metrics, including customer service requests and signal work orders, represents the department in public meetings and community engagement initiatives, and serves as senior advisor to the district engineer on traffic trends and operational improvements.

Ms. Hu previously served as a team leader at the Maryland Department of Transportation State Highway Administration from 2022 to 2024. Earlier, she excelled as a transportation engineer for the agency between 2017 and 2022. Before joining her department, Ms. Hu worked as a traffic planner and transportation engineer at ORGA, where she contributed to urban planning projects focused on sustainable transportation systems, starting in 2014. Among other roles throughout her tenure, her professional journey began as a technical leader at Dezhou Xincheng Construction Company Ltd. in her home country of China from 2007 to 2008, where she oversaw construction projects and ensured adherence to engineering standards.

Highly educated, Ms. Hu holds a bachelor’s degree from Hohai University in Nanjing and a master’s degree in civil engineering from the University of Florida in Gainesville. Her education has provided a strong foundation for her technical skills and leadership abilities.

Additionally, Ms. Hu holds several certifications that have furthered her professional development. Among them, she holds professional transportation planner and professional traffic operations engineer certifications from ITE, A Community of Transportation Professionals, and professional engineer licensure from the Maryland Board for Professional Engineers. Ms. Hu is an active member of several industry organizations, such as the Chinese American Civil Engineers Society and the Hohai University Association of Science and Technology.

Through her years of dedicated service across multiple roles within public agencies and private organizations, Ms. Hu has demonstrated exceptional leadership, technical acumen and an unwavering commitment to public safety and community well-being. Since being acquired by the Maryland Department of Transportation’s State Highway Administration, she implemented a project numbering system and a Tiger 2 meeting system to enhance performance tracking. Under her leadership, her team completed 500 projects in just over three months. Consequently, Ms. Hu successfully reduced the number of incomplete CGMI tickets from 120 to 60 by January 2025 and has consistently maintained this number below 25 thereafter.

In recognition of her expertise, Ms. Hu was recently selected to judge the East Engineering News-Record Top 20 Under 40 Young Professionals Competition. She has also received several prestigious awards, including the Top 20 Under 40 Young Professionals Award from Engineering News-Record East in 2024 and a Leadership Award from the Chinese American Civil Engineers Society in 2025.

Ms. Hu’s inspiration to enter civil engineering stems from her father’s example as an engineer. At the same time, her commitment to service is rooted in family traditions established by her great-grandfather’s charitable acts, which were continued by subsequent generations’ dedication to community support. Looking ahead, Ms. Hu is seeking new opportunities that will further foster her career growth. She aspires to lead a small office or agency and ultimately advance into department leadership roles within the field of transportation engineering.
