Before joining the district in Pittsburgh, Mr. Holtslander was the director of facilities and construction at West Contra Costa Unified School District in Richmond, California, from 2012 to 2016. During this period, he managed large-scale facility upgrades and new construction projects, ensuring compliance with regulatory requirements and district needs. Between 2010 and 2012, Mr. Holtslander also held the position of bond regional facilities project manager at West Contra Costa Unified School District, where he was responsible for overseeing bond-funded capital improvement projects across multiple sites.
From 2009 to 2010, Mr. Holtslander served as the director of facilities planning and management for Gilroy Unified School District in Gilroy, California. His earlier experience included serving as the director of facilities construction at Castro Valley Unified School District in Castro Valley, California, between 2002 and 2009.
Mr. Holtslander’s academic foundation includes a Bachelor of Arts and a Bachelor of Architecture from Louisiana Tech University, both conferred in 1983. The rigorous training he received provided him with essential technical skills and theoretical knowledge that have underpinned his success throughout his career.
Beyond his commitment to advancing educational facilities, Mr. Holtslander has maintained an active membership with the Coalition for Adequate School Housing. Civically, he has served as a planning commissioner for the City of Rio Vista since 2021.
Mr. Holtslander’s professional journey is distinguished by his hands-on experience working for architects, contractors and construction management companies before transitioning into public school district leadership roles. Among his most notable achievements was his early-career work as a project architect on a new county jail facility in Helena, Arkansas, shortly after graduating from college. As the second architect at the firm, he developed construction documents and specifications for the project, completing approximately 75% of the plans and drawings while overseeing construction administration. This project marked Mr. Holtslander’s first experience utilizing precast concrete for both walls and roof systems, a milestone that contributed significantly to his professional development.
Mr. Holtslander’s contributions have been recognized by industry peers through several awards. He was part of a team that received the Gulf States Chapter Award from the American Institute of Architects in 1986 and earned a prize for the design of Farmers Home Administration apartment complexes from the Mississippi Gulf Coast chapter of the American Institute of Architects.
Throughout his career, Mr. Holtslander has been committed to leaving a legacy defined by well-rounded expertise in both construction and architecture. These qualities have shaped his enduring impact on educational infrastructure and community development. Following retirement, Mr. Holtslander plans to engage in consulting work while traveling both nationally and internationally.
