Marc H. Juhel, PhD, International Consultant in Port and Transport Advisory Services, has been recognized by Marquis Who’s Who Top Executives for dedication, achievements and leadership in International Transport and Trade Facilitation.

Dr. Juhel has been serving as an independent consultant in port and transport advisory services in Kensington, Maryland, since 2015, leveraging decades of expertise to help identify and appraise port projects. Drawing on his extensive background in international transport and trade facilitation, he has found tremendous success in his role.

Before pivoting into an independent capacity, Dr. Juhel spent 2007 to 2014 as a sector manager for transport at the World Bank Group in Washington, D.C. In this leadership position, he managed a global central transport team of between 25 and 30 members. Under his direction, the team monitored the bank’s overall transport portfolio, which accounted for approximately one quarter of the institution’s activities. During his tenure as sector manager, Dr. Juhel also oversaw significant updates to the Port Reform Toolkit, a resource he originally developed, which continued to be recognized as a benchmark for port reform worldwide.

Between 2000 and 2007, Dr. Juhel served as a lead transport specialist at the World Bank Group. He expanded his focus beyond ports to encompass broader issues of transport and trade facilitation, including customs reform and border crossing improvements. Dr. Juhel initiated collaborative efforts with the Trade Department to reduce trade barriers between countries and worked internationally with organizations such as the United Nations Conference on Trade and Development and the World Customs Organization in Brazil.

Notably, Dr. Juhel was instrumental in establishing the Global Facilitation Partnership for Transportation and Trade in collaboration with the World Customs Organization. This partnership brought together professional organizations, freight forwarders, shippers and export associations from around the world to organize global conferences aimed at improving the cross-border movement of goods and people.

From 1995 to 2000, Dr. Juhel held the position of senior port specialist at the World Bank Group. He began his tenure with the organization in 1992 as a port engineer. Dr. Juhel’s tenure at the World Bank Group enabled him to explore diverse interests while making tangible improvements in developing countries.

Earlier in his career, Dr. Juhel excelled as the department director for ports and navigable waterways as well as project engineer at BCEOM, now Egis, in Paris, France, from 1981 to 1992. His responsibilities included overseeing major infrastructure projects and providing strategic direction for port development initiatives. Between 1979 and 1981, Dr. Juhel served as a technical adviser at the Marine Ministry of the Republic of Côte d’Ivoire in Abidjan. His career began in 1977 as the head of the infrastructure projects group at the Public Works Directorate in Mamoudzou, Mayotte.

Dr. Juhel’s academic foundation included an advanced degree in international transport economics from Université Paris 1, Panthéon-Sorbonne, completed in 1977, as well as coursework in international economics at Ecole nationale des Ponts et Chaussées. He also earned a master’s degree in public management from Ecole nationale des Ponts et Chaussées in Paris, France, in 1988. The rigorous training received through these programs equipped Dr. Juhel with analytical skills and a comprehensive understanding of public management and international economics, tools that proved invaluable throughout his career at global institutions.

Beyond his professional achievements, Dr. Juhel is recognized for his civic engagement. Most notably, he supports Children Incorporated, reflecting his commitment to social responsibility.

An accomplished author and speaker, Dr. Juhel published “Sudiste” (French Edition) in 2022. He has since embarked on new literary projects, including novels written in French, one titled “Wine Doesn’t Taste the Same on Planes” and another exploring themes related to flat Earth theories, with aspirations to publish these works either in France or potentially in the United States. Dr. Juhel has also presented at various conferences organized by the Permanent International Association of Navigation Congresses.

In light of his success, Dr. Juhel has been honored with several distinctions, including the World Bank Group’s Good Practice Award for a project in Mauritius in 2007. He attributes his professional success to diligence and being part of organizations that provided both resources and opportunities for impactful work.

Dr. Juhel holds both French and U.S. citizenships, underscoring his international perspective throughout a distinguished career marked by innovation, leadership and lasting contributions to global transport reform and development.
