Mr. Hart’s responsibilities also include developing and implementing short- and long-term fiscal and operational plans while collaborating with community partners and stakeholders to advance the city’s interests.
Before his current role, Mr. Hart served as the city administrator for the city of Commerce, Oklahoma, from 2020 to 2024. In this capacity, he managed municipal operations and worked closely with elected officials to implement policy initiatives that fostered community growth and stability. Mr. Hart’s tenure was characterized by a commitment to transparent governance and effective resource allocation, qualities that shaped his subsequent position in Colorado.
First hired by the city of Commerce in 2008, Mr. Hart spent over a decade as mayor of the town. During this extensive time frame, he gained firsthand insight into the priorities of political leadership while championing projects that improved infrastructure and enhanced the quality of life for residents. Mr. Hart’s dual perspective as both an elected official and later as an administrator has provided him with a unique fluency in navigating the complexities of local government.
In addition to his executive roles, Mr. Hart contributed to public safety as a firefighter and emergency medical technician with Quapaw Tribe Fire and Emergency Medical Services in Miami, Oklahoma, from 2015 to 2018. This experience deepened his understanding of emergency response systems and reinforced his dedication to community well-being.
Mr. Hart also demonstrated entrepreneurial initiative as the co-owner of Jelly Bean Kids Childcare LLC in Commerce between 2012 and 2018, where he managed business operations and ensured compliance with regulatory standards to ensure the safety and well-being of every child. Concurrently, Mr. Hart worked as a loan officer at First State Bank in Commerce from 2011 to 2016, gaining valuable expertise in financial services and lending practices.
Before working in the civilian sector, Mr. Hart began his professional journey with military service as an airborne infantryman in the U.S. Army at Fort Bragg, North Carolina, from 2001 to 2007. This formative experience instilled discipline, resilience and a strong sense of duty, qualities that continue to inform his approach to leadership.
Mr. Hart’s academic background has played a pivotal role in shaping his professional achievements. After acquiring an Associate of Arts from Northeastern Oklahoma A&M College in Miami in 2008, he went on to receive a Bachelor of Arts in history from Pittsburg State University in Pittsburg, Kansas, in 2012 and a Master of Public Administration in public policy from The University of Oklahoma in Norman in 2024. These academic experiences have provided Mr. Hart with critical thinking skills and a broad perspective on societal development.
Adding to his expertise, Mr. Hart is an active member of several industry and civic organizations, including the Colorado City & County Management Association, the Colorado Veterans Leading Government and Kiwanis International. He also serves on the policy committee for the Colorado Municipal League, chairs the local government and community impact committee for Action Colorado, and is the vice president of the La Junta Chamber of Commerce.
Deeply engaged in his community, Mr. Hart further demonstrates his passion for others as an active court-appointed special advocate, participating annually in luncheons to support advocacy for children in need. He also consistently supports fundraising initiatives for local schools and Otero College in La Junta and regularly attends events benefiting Inspiration Field, an organization serving adults with intellectual and developmental disabilities. Each Wednesday morning finds Mr. Hart at the local senior center sharing coffee with veterans and other residents, fostering intergenerational connections within the community. His civic involvement extends further through participation in chamber of commerce banquets and service on various boards and committees dedicated to promoting community growth.
Throughout his career, Mr. Hart has become recognized for his expertise in local governance, public administration, personnel supervision, fiscal management and, among other areas, strategic operational planning. He has been recognized nationally for his contributions to municipal management, earning distinction as one of the Top 10 City Managers in 2025 by Government Business Review Magazine. Mr. Hart was subsequently selected as the 2026 City Manager of the Year by the same publication, a testament to his impact in local governance.
