Mr. Bellamy’s career reflects a steadfast commitment to public safety and community advocacy across multiple decades and roles. Since 2018, he has served as the fire commissioner for Clallam County Fire District 5 in Washington. Notably, the district proudly serves the Clallam Bay and Sekiu areas.
Upon joining the board, Mr. Bellamy confronted significant financial and management challenges within the district. An audit he initiated revealed a loss of approximately $245,000 due to mismanagement and improper accounting practices. He responded by removing unqualified personnel and implementing standardized accounting procedures aligned with county regulations. Under his leadership, the district upgraded its fleet with new fire trucks and expanded ambulance services from one to three units. He also established certified training programs that produced three advanced emergency medical technicians capable of administering intravenous medications.
Among other accomplishments since becoming commissioner, Mr. Bellamy was the first fire commissioner to address the Washington State Board of Natural Resources regarding funding losses affecting rural fire districts, drawing statewide attention to this critical issue. His efforts led to the founding of the Olympic Peninsula Fire Commissioners Association, enabling smaller districts to collaborate on shared challenges. Additionally, Mr. Bellamy has participated in state-level initiatives aimed at remedying the persistent underfunding of rural fire services.
From 1988 to 2014, Mr. Bellamy dedicated over a quarter century as a correctional officer with the Washington State Department of Corrections at Clallam Bay. In this role, he navigated the complexities of a maximum-security environment and drew upon lessons learned from experienced leaders in corrections management. Mr. Bellamy’s approach emphasized proactive problem-solving and adaptability, qualities that would become hallmarks throughout his professional journey.
Before his tenure in corrections, Mr. Bellamy spent five years as a jailer with the Franklin County Sheriff’s Office in Washington. His responsibilities included maintaining security and supporting daily operations within the county jail system. Mr. Bellamy also held a similar position with the Benton County Sheriff’s Office earlier in his career.
Earlier still, Mr. Bellamy worked as a nuclear fuel operator for United Nuclear at Hanford in Washington, where he contributed to plutonium production for national defense purposes. The experience provided him with technical expertise and reinforced his appreciation for safety protocols and operational discipline.
Mr. Bellamy began his career in public service as a police service aide with the Lake Oswego Police Department in Oswego, Washington, serving for five years after entering law enforcement at age 22. He also served as a reserve officer during this period before relocating to Washington in 1977.
Mr. Bellamy’s leadership extends beyond his formal roles into industry organizations, such as the Palm County revenue advisory committee and the Washington Fire Commissioners Association, where he serves as a board member. As the founder of the Olympic Peninsula Fire Commissioners Association and a participant in Quilcene Fire Rescue initiatives, he has fostered collaboration among rural districts facing common obstacles.
Civic involvement is central to Mr. Bellamy’s legacy in Clallam Bay and beyond. He founded the West End Youth Sports Association to provide athletic opportunities for local youth and successfully secured donations, including football helmets from the Seattle Seahawks equipment manager and decals from Clemson University, to support these programs. Mr. Bellamy’s association with Lions International further demonstrates his dedication to service at both local and global levels.
Throughout his professional life, Mr. Bellamy has also maintained an active commitment to military service as a member of the U.S. National Guard. He was activated during Operation Desert Shield and received training on M1 tanks alongside fellow veterans and civilians prepared for overseas deployment if called upon. During the Mount St. Helens eruption in 1980, Mr. Bellamy served on active duty providing humanitarian relief and ash cleanup efforts in Othello.
Mr. Bellamy’s approach to leadership is shaped by lessons emphasizing adaptability, proactive engagement with challenges and solution-oriented thinking, principles instilled through years of experience across law enforcement, corrections and emergency services management. Recognition for his contributions included an Award for Leadership from Teamsters 117 in 2012 as well as the Humanitarian Medal awarded by President Jimmy Carter for his relief work following Mount St. Helens’ eruption.
Born in Redmond and raised in Portland, Oregon, during periods marked by economic hardship and global conflict, Mr. Bellamy’s formative years were shaped by family values rooted in service. His father was a veteran, while his mother contributed to wartime shipbuilding efforts at Swan Island shipyards.
Having resided in Clallam Bay for over 35 years as of 2026, Mr. Bellamy remains deeply engaged with community life alongside his spouse of nearly five decades and their two adult children. Looking ahead, he is committed to ensuring that rural areas receive equitable opportunities compared to urban centers by championing creative solutions that address funding disparities while preserving vital natural resources for future generations.
