The owner and principal consultant at James P. Madigan Consulting since 2004, Mr. Madigan is thrilled to be putting years of experience in project management, library science, technology, and government contracting to use. His professional journey started at the University of Maryland, College Park, where he was a student advisor and resident assistant. He then worked in positions such as governor’s liaison for chapter relations for the American College of Cardiology, contracted researcher for the United States Agency for International Development, teacher and technology, communications, and library advisor at Ibn Khuldoon National School in Bahrain, project manager of library systems integration for the American Overseas Book Company, and library project manager of library systems and financial, technical, and research services for Labat-Anderson Inc.

Mr. Madigan joined Stanley Associates, Inc., now CGI Group, as a project manager and systems librarian technical information specialist from 1994 to 1998, and held roles such as project manager of archives, project director of financial archives and records for the United States Department of States, and technical program director of digital library and virtual library development, until 2003. In 2002 and 2003, the company deployed him to Kuwait-United States Army Equipment Circulation Systems. During his time with Stanley Associates, he also worked as a project advisor for the Serial and Government Publications Division of the Library of Congress, a project manager of the International Programs Center Library-Information Gateway, the United States Census Bureau, the Department of the Army Pentagon Library, and CJK Cataloging in Chinese, Japanese, and Korean.

Mr. Madigan attributes his success to a solid educational background, coupled with his ongoing efforts to keep current in his field.  He has earned a Master of Library Science in library and information sciences from the Catholic University of America in 1997, a Master of Management in association management, a Master of Public Administration in nonprofit management, and a Master of Business Administration from The George Washington University in 1987, and a Bachelor of General Studies in English, music, and microbiology from the University of Maryland, College Park, in 1984. He also holds a PMP certification.

In addition to his career, Mr. Madigan is an avid musician. He has served as music director for both the Army Distaff Foundation and the Archdiocese of Washington since 1977, and is an organist and choir singer. From 1980 to 1983, he was an instructor and studio manager for Jordan Kitt’s Music.

As a testament to his success, Mr. Madigan was honored with The Spirit of Maryland Award from the University of Maryland, College Park, the Innovator Award from Omicron Delta Kappa, the Spirit of Maryland Trophy, and inclusion among the Outstanding Young Men of America.

Mr. Madigan has knowledge in English, French, German, Italian, Klingon, Latin, and Spanish.
