With 35 years of experience to her credit, Ms. Espinosa-Anderson has excelled in the Department of Solid Waste Management for Miami-Dade County, Florida as the deputy director since 2024 and a division director since 1989. In these roles, she makes critical decisions pertaining to the administration of the Department of Solid Waste Management, formulates strategies to solve problems, and reviews and negotiates contracts. During this time, she advanced through the aforementioned department in a number of positions, including as the director of the procurement and contracts management division from 2008 to 2023, the assistant director of disposal operations from 2019 to 2023, the deputy director of administration in 2023, and the interim director from 2023 to 2024. Ms. Espinosa-Anderson began her career in the Miami-Dade County Department of Solid Waste Management as a clerk, a post she held prior to serving across multiple different departments.

Before embarking on her professional path, Ms. Espinosa-Anderson pursued an education at Miami Dade College, from which she earned an associate’s degree in business administration and management, with honors, in 1987. She continued her academic efforts with a bachelor’s degree in communications at Florida International University in 1991. She concluded her studies at Florida International University in 1994, graduating with a Master of Public Administration. Following these accomplishments, Ms. Espinosa-Anderson obtained her certifications as a Professional Public Buyer in 2009 as well as in Landfill Operations, Material Recovery Facility Operations, and Transfer Stations Operations in 2019.

Beyond her primary responsibilities, Ms. Espinosa-Anderson has participated in numerous endeavors outside of her immediate circles. From 1995 to 2008, she contributed to Team Metro as the director of outreach and education. She has also been active as a volunteer with Making Strides Against Breast Cancer, a donor with United Way Worldwide, a member of the Antioch Missionary Baptist Church of Miami Gardens and a member of Leadership Miami. Likewise, she remains affiliated with The Solid Waste Association of North America, The National Institute of Governmental Purchasing, The American Society For Public Administration, Phi Theta Kappa, and The Phi Lambda Honor Society. In light of her impressive undertakings, Ms. Espinosa-Anderson was presented with The Susan B. Anthony Award from the South Florida Hispanic Chamber of Commerce.

Noted as the first Afro-Cuban to lead Miami-Dade County Department of Solid Waste Management, Ms. Espinosa-Anderson has attributed her success to her stellar values and the work ethic that her parents instilled in her, having witnessed the sacrifices that they made to facilitate her future. She is incredibly proud to work as a public servant for many years, having dedicated her attention and time to helping her community, bringing forth positive change, and touching the lives of people in needs on a daily basis. She is also grateful to have persevered in a predominantly male-dominated field, which she cites among her crowning professional achievements. In the coming years, Ms. Espinosa-Anderson remains committed to giving back to her country and serving constituents to the best of her ability while contemplating her retiremenet and a possible future in academia.
