I. Paul Singh, MD, President at The Eye Centers of Racine & Kenosha, has been recognized by Marquis Who’s Who Top Executives for dedication, achievements, and leadership in Ophthalmology.
Dr. Singh has established a remarkable career marked by innovation, leadership and a commitment to advancing patient care. Since 2012, he has served as the president of The Eye Centers of Racine and Kenosha, where he oversees operations and guides the practice’s strategic direction. Under his leadership, the center has become a hub for clinical excellence and research, particularly in glaucoma and cataract care. Dr. Singh co-owns the practice with Dr. Krishna Sanka and works alongside four optometrists, continuing the legacy established by his father, who founded the centers in 1982.
Beginning his tenure as an ophthalmologist at The Eye Centers of Racine and Kenosha in 2004 after completing his fellowship training, Dr. Singh quickly became known for his expertise in glaucoma, cataract surgery, LASIK and SMILE procedures. Notably, he was the first in Wisconsin to perform SMILE, a new version of LASIK that offers patients a minimally invasive alternative for vision correction.
Dr. Singh’s commitment to research is evident through his establishment of a research center within the practice, where he participates in all phases of clinical trials for new drops, pills and surgical techniques, particularly those related to glaucoma, cataract and retina care. This dual focus on patient care and research allows him to remain at the forefront of advancements in ophthalmology.
Dr. Singh’s influence extends beyond medicine into music as a founding member of Funkadesi since 1997. The multicultural band blends Indian music with funk and reggae, promoting unity through its message “one family, many children.” Through performances and educational outreach, Funkadesi fosters cross-cultural understanding and celebrates diversity.
Dr. Singh’s academic journey began with a Bachelor of Arts in biology and psychology from Washington University in St. Louis in 1994, followed by a master’s degree in molecular biology in 1995. Subsequently, he earned a Doctor of Medicine from Chicago Medical School in 1999 before completing a residency at Cook County Hospital (now John H. Stroger Jr. Hospital of Cook County) in Chicago in 2003. The following year, Dr. Singh completed a prestigious fellowship in glaucoma at Duke University under the mentorship of Dr. David Epstein, whose guidance inspired Dr. Singh to blend private practice with academic research.
Active in his professional community, Dr. Singh maintains affiliations with the American Society of Cataract and Refractive Surgery and the American Academy of Ophthalmology, reflecting his standing among peers and ongoing engagement with industry developments. Civically engaged, he supports organizations such as the Sikh Coalition and serves as an ambassador on the steering committee for the Glaucoma Research Foundation. Dr. Singh also volunteers on ophthalmology mission trips and is involved with groups like the Windsor Group – Lochinvar Personnel Pty Ltd., Cedars/Aspens and YoungMD Connect by Bryn Mawr Communications LLC.
Dr. Singh’s pioneering work has included developing the protocol for vitreolysis, a laser technique that dissolves and vaporizes floaters in the eye. This procedure has since become increasingly adopted worldwide due to his published findings and educational efforts.
Another major milestone in Dr. Singh’s career was coining the term Minimally Invasive Glaucoma Surgery (MIGS) with his colleagues. This innovation revolutionized glaucoma treatment by enabling earlier intervention and reducing disease progression for countless patients. Dr. Singh’s dedication to teaching MIGS has made him a sought-after educator globally, traveling extensively to assist in technology development, clinical trials and commercialization efforts while instructing physicians on integrating these techniques into their practices. In addition to his clinical achievements, Dr. Singh led his team as the first in Wisconsin to perform 3D heads-up cataract surgery in an office setting.
Dr. Singh’s contributions have been recognized with numerous accolades. He was named one of The Ophthalmologist Texere Publishing Limited’s Top Most Influential Ophthalmologists from 2003 to 2005. He was also listed among Newsweek’s Top 50 Ophthalmologists for three years, was recognized as one of the Top Ophthalmologists Globally for three years, and was honored with various named lecture awards.
Throughout his education and career, Dr. Singh has attributed his success to passion, commitment and an unwavering belief in making a difference through medicine, technology and research. He emphasizes maximizing strengths and pursuing what one loves as keys to meaningful achievement.
Born in Racine, Washington, to parents who immigrated from India in 1967, Dr. Singh continues to honor his family’s legacy while shaping the future of eye care. Looking ahead, he envisions transforming The Eye Centers of Racine and Kenosha into a center that bridges academia with private practice, fostering collaboration among students, researchers and clinicians while minimizing bureaucratic barriers. Dr. Singh also aims to expand opportunities for teaching and travel by building infrastructure that allows greater flexibility outside clinical duties for himself and his co-owner.
