Mr. Sarbu has distinguished himself through a dynamic career spanning technology innovation, market research and financial services. Since founding High Tech Development in 2015, with locations in Las Vegas, Nevada, and New York City, he has led the company as its chief executive officer, overseeing the development of advanced systems and tools that have shaped the market research landscape, specifically HighTech Suite™, the privacy-first platform for qualitative research.

Reflecting an entrepreneurial vision, Mr. Sarbu names each major project after one of his children and intends to create a personal legacy through his professional achievements. Among these are the HD Jack ethnography system, the Ashy system inspired by his daughter Ashley, the Jelly Beans translation tool named for Julia, and the Bella Project after his daughter Bella, featuring HD Sense for behavioral analysis. The Vladu project, named after Radu and Vlad, incorporates psychological assistance powered by artificial intelligence and is currently patent pending. Each innovation was developed around the time of each of Mr. Sarbu’s children’s births, and only recently did his children learn about their unique connection to these projects.

In 2023, Mr. Sarbu expanded his influence as the chief technology officer at VideoShops under NOWwith Ventures Inc., furthering his commitment to technological advancement. His tenure as the chief technology officer at PMSI from 2012 to 2019 marked a significant period where he served as the primary architect and developer with a focus on investor accounting and balancing transactions among banks, the Federal Reserve and the broader federal banking system.

From 2007 to 2012, Mr. Sarbu held the role of information technology development director at FocusVision, now Press Ganey, in Connecticut. There, he contributed to building a global SaaS platform for market research and was instrumental in shaping qualitative research standards. Earlier roles included content management and consultant development manager at Gemstar-TV Guide in 2006, after leading software and technology roles at NorthPoint Solutions, Con Edison Solutions, and REMTCS, dating back to 1996.

Mr. Sarbu began his career on Wall Street in New York City in 1994, gaining foundational experience on trading floors and within banking operations. This early exposure provided him with deep insights into both business processes and computer systems. As a consultant during this period, Mr. Sarbu participated in two patent applications and represented his organizations at conferences across Europe while addressing critical Y2K issues.

Mr. Sarbu’s educational background includes a Bachelor of Science in computer science with a minor in mathematics and physics. He also completed coursework in human psychology as well as human behavior with an emphasis on market research. This academic foundation has supported Mr. Sarbu’s technical acumen and informed his innovative approach to market research methodologies.

Throughout his career, Mr. Sarbu has been affiliated with prominent organizations, such as the MRS Society, SMR Research and EQR. He has also collaborated with government agencies, including the U.S. Secret Service, U.S. Department of Homeland Security and U.S. military services, both domestically and internationally. Moreover, Mr. Sarbu’s expertise has been sought after for presentations at distinguished venues, such as Cambridge University, and meetings with dignitaries, including the Prince of Monaco.

Civic engagement is another cornerstone of Mr. Sarbu’s professional life. He is involved with Nevada Security and volunteers his expertise by advising security boards on governance matters through white-hacking initiatives. Among other initiatives and accomplishments, Mr. Sarbu has secured two U.S. patents, one filed in 1998 for a basket trading software for a large commercial bank in New York City, and another filed in 1999 for voice over IP technology. The latter played a pivotal role during the telecom industry’s collapse in 2000 when it was adopted in Asia to unify communications infrastructure. A Singapore-based company subsequently licensed this technology as it went public. Currently, Mr. Sarbu is pursuing a third patent related to psychological assistance systems.

Recognition for Mr. Sarbu’s creativity included 7th place for Most Creative Search Submission Tool in the Industry by Intelliquest in 2000, as well as other honors while in school. He has also been featured in publications highlighting events in New York City, France, Switzerland and Monaco.

Born in Bucharest, Romania, Mr. Sarbu’s upbringing has carried into adulthood, rooted in lessons imparted by his grandparents that one should strive to benefit others through one’s work rather than focus solely on personal gain or avoid wrongdoing. This ethos informs his current efforts within the banking sector, where he aims to optimize processes so that banks do not incur unnecessary costs with the Federal Reserve regarding real estate borrowing. In market research, Mr. Sarbu seeks ways to improve people’s lives by making products more accessible and beneficial.

Looking ahead, Mr. Sarbu remains committed to advancing both market research standards, particularly qualitative research using video interviews, and financial services automation for federal clients. He continues to report quarterly to PMSI’s board of directors on strategic direction while working toward unifying global market research practices under consistent quality standards rather than cost-driven approaches. Mr. Sarbu’s career exemplifies dedication to innovation, ethical leadership and fostering positive change within both business technology and society at large.
