Mr. Brown has established himself as a leading authority in processing, network engineering and system administration, with a tenure spanning over 35 years. His expertise is reflected in his ability to guide organizations through periods of significant technological change and operational challenges. Since 2016, he has served as the chief information officer for the San Francisco District Attorney, where he has played a pivotal role in advancing digital solutions and efficiency within the office. One of Mr. Brown’s primary goals has been to address digital evidence management challenges by proposing innovative systems, such as an electronic subpoena platform to streamline access for law enforcement officers and reduce operational costs.

One year prior, in 2015, Mr. Brown became the director of business engagement for the City and County of San Francisco. In this capacity, he continues to foster collaboration across departments to ensure that technology initiatives align with broader municipal objectives. Adding to his credentials, Mr. Brown became the IS project director for the City and County of San Francisco in 2012. Through these concurrent positions, he has demonstrated an unwavering commitment to public service and technological advancement.

Before his tenure in public sector leadership, Mr. Brown was the vice president and director of technologies at Young and Rubicam (now Young & Rubicam Group) in San Francisco. Recruited to restore order following a period of instability in the organization’s information technology (IT) department, the agency had been facing outdated software systems and operational chaos. Mr. Brown’s disciplined approach, shaped by his military background, proved essential in stabilizing operations and implementing much-needed upgrades. His ability to bring structure and accountability was recognized as precisely what the agency required during that critical juncture.

Mr. Brown’s professional journey began with active-duty service in the U.S. Navy from 1989 to 1996. The lessons learned during his military service have remained foundational throughout his civilian career. He credits this experience with shaping his approach to decision-making and reinforcing the importance of standing behind one’s choices.

Among his academic credentials, Mr. Brown holds a Bachelor of Science in information systems management from the University of San Francisco since 2001, a foundation that has supported his ascent through increasingly complex roles in technology leadership. He further enhanced his qualifications with certification as a Nintex Workflow Professional for Office 365 in 2018.

Mr. Brown’s commitment to professional excellence is further evidenced by active involvement in industry organizations. Since 2016 and 2017, respectively, he has served as a board member for ZIX Product Advisory and Midsize Enterprise Summit. Since 2018, Mr. Brown has been instrumental as the chair and co-chair of IT directors for the California District Attorneys Association IT group. Previously, he contributed as a board member for the Family Caregivers Alliance for nearly a decade between 2010 and 2019.

As a public speaker, Mr. Brown addresses topics such as leadership, team motivation, skills development, cybersecurity and artificial intelligence. Drawing on decades of experience across military service, cable manufacturing, system administration and executive management roles, he offers valuable insights into both technical advancements and effective team dynamics.

Mr. Brown’s achievements have garnered recognition throughout his career. Notable honors include being named Sailor of the Quarter during his service in the U.S. Navy, receiving recognition as Chief Information Officer of the Year by HMG and earning the Innovation of the Year Award from the San Francisco District Attorney’s Office.

Throughout his career, Mr. Brown has been committed to continuous learning and adaptation within the rapidly evolving field of IT. He notes that while technological advancements once occurred every 16 to 18 months early in his career, today’s landscape sees new products and applications emerging every three to four months. To remain current, Mr. Brown actively engages with industry literature, attends conferences and participates in peer discussions. This dedication ensures that he remains at the forefront of innovation while integrating relevant methodologies into his organizations.

Central to Mr. Brown’s philosophy is a belief that people are an organization’s most valuable asset. He advocates treating all individuals with dignity and respect while providing opportunities for learning and growth, a perspective shaped by both military discipline and years of managerial experience. As a leader, Mr. Brown strives to empower staff members by fostering an environment where they can make decisions confidently without undue oversight.

Mr. Brown has also become known for developing the PACE IT acronym — pride in work, accountability for outcomes (whether direct or through third-party collaboration), clear communication about ongoing initiatives, empowerment of team members without micromanagement, innovation focused on practical solutions rather than just cutting-edge technology, and teamwork as the foundation for organizational success. These principles underpin his management philosophy and have contributed significantly to his effectiveness as a leader.

Looking ahead, Mr. Brown remains open to new opportunities that align with his passion for impactful change rather than simply pursuing another position for its own sake. He continues to prioritize projects that drive fiscal responsibility through technological innovation within public service settings while considering entrepreneurial ventures such as launching a consulting firm.
