Jasmeen M Shaw, P.E., executive director of capital programs at Charleston County School District, has been recognized by Marquis Who’s Who Top Executives for dedication, achievements, and leadership in engineering and development.

Ms. Shaw has found success in the realms of engineering, construction, and development. Currently, she excels as the executive director of capital programs for the Charleston County School District, a role she has held since 2021. As the executive director, she oversees a $90 million annual budget used to manage the district’s capital projects. She is also responsible for implementing a six-year program projected to bring in approximately $730 million. One of her primary responsibilities is leveraging the One Cent Sales Tax program to fund the construction of new schools and athletic facilities, ensuring state-of-the-art environments that foster academic and athletic excellence. 

Prior to this, Ms. Shaw was the director of the office of school facilities with the South Carolina Department of Education from 2019 to 2021. She also served in various other positions, including third-level senior engineer with the South Carolina (SC) Department of Education from 2018 to 2019, senior environmental engineer with the SC Department of Health & Environmental Control from 2017 to 2018, and nuclear development site lead of regulatory affairs with the Georgia Power Company from 2016 to 2017. 

Additionally, Ms. Shaw was a senior engineer of the operational readiness configuration management department with Southern Company from 2015 to 2016, a senior engineer of the nuclear development quality assurance department with the same company from 2013 to 2015, and an assistant engineer of new nuclear development quality assurance with the SCANA Corporation from 2009 to 2013. 

Prior to embarking on her professional path, Ms. Shaw established a solid educational foundation. She pursued a degree from Clemson University, earning a Bachelor of Science in chemical engineering with a focus on business management, graduating in 2009. She furthered her expertise with certifications such as professional engineer with the National Council of Examiners for Engineering and Surveying in 2016, certified lead auditor from Southern Nuclear, certified lead auditor with SCANA Corporation, and certified pharmacy technician with Walgreens. 

In addition to her primary vocation, Ms. Shaw remains affiliated with various organizations in relation to her areas of expertise. She has been a board member of CTE Engineering & Technology of Columbia High School since 2021. She was also the accelerated COVID-19 task force facilities lead with the South Carolina Department of Education in 2020. Additionally, she has worked with the Avid Program by mentoring students and has been involved with the Career and Technical Education (CTE) program offered by Columbia College. Additionally, she has been a member of the Association for Learning Environments (A4LE) for the southeast region with the South Carolina chapter since 2022. 

Reflecting on her career trajectory, Ms. Shaw, a first-generation graduate, initially aimed to become a pharmacist but discovered her aptitude for mathematics while enrolled in Clemson University’s heavy engineering program. She shifted to chemical engineering and later worked in the nuclear industry, where she helped construct two AP1000 nuclear reactors, which sparked her passion for the industry. After her daughter was born, she transitioned to the academic side of nuclear engineering. 

In light of her impressive undertakings, in 2023, Ms. Shaw’s district received an award from the A4LE for a CTE facility and a gymnasium at one of their charter schools. Additionally, she was recognized in 2021 for her achievements as the director of the office of school facilities for the state of South Carolina. 

Ms. Shaw attributes her success to her strong faith and upbringing, which have equipped her with the skills that have made her who she is today. She emphasizes the importance of passion and showing genuine care to the people she interacts with. Looking ahead, she intends to continue in her current role, seeing her six-year cycle programs through to completion and starting the next cycle. To enhance her qualifications, she plans to obtain a certificate in construction management or project management and pursue a project management professional certification.
