Mr. Eckersley’s distinguished career spans more than four decades, marked by a steadfast commitment to international development, public service and financial stewardship. Most recently, from 2005 to 2008, he served in the international division of the National Center for State Courts, based in Williamsburg, Virginia, with an international branch in Roslyn, Virginia. In this capacity, Mr. Eckersley managed the finance department, drawing on his expertise as a certified public accountant to oversee complex financial operations and ensure fiscal responsibility across global initiatives.

Before this role, Mr. Eckersley spent 2002 to 2005 as a partner in his family’s certified public accounting firm. His leadership and technical acumen contributed to the firm’s continued success during this period. Mr. Eckersley first worked for the family firm from 1963 to 1969, and then again between 1993 and 1996.

Among other notable roles, Mr. Eckersley was the chief of internal audit at the Pan American Health Organization, the regional office for the Americas of the World Health Organization, from 1996 to 2002. There, he was responsible for safeguarding organizational assets and ensuring compliance with international standards. This work further solidified Mr. Eckersley’s reputation for integrity and diligence.

Mr. Eckersley also embarked on a pivotal chapter with the United States Agency for International Development (USAID). Over more than 20 years, from 1969 to 1993, he rose through the ranks of USAID’s Foreign Service to attain the rank of minister counselor senior. Much of his time was spent overseas as a controller, where he ensured that development funds were allocated and expended judiciously. Mr. Eckersley’s assignments took him and his family across Latin America and Africa, including Bolivia in the early 1970s for five years, followed by a regional office post in Guatemala overseeing Central America from 1976 to 1978. He then established a new controller’s office in Upper Volta, now Burkina Faso, between 1978 and 1980, transferring all records and materials from Mali to set up independent operations.

Later in his career at USAID, Mr. Eckersley transitioned into mission management as the deputy director in Honduras. This role allowed him to further impact development efforts while collaborating closely with diplomatic colleagues. During this period, Mr. Eckersley and his wife found deep fulfillment in their shared commitment to helping disadvantaged communities abroad. Their work together exposed them to challenging circumstances but also brought immense personal satisfaction.

Among Mr. Eckersley’s most notable achievements was his decisive action during a critical moment in the Philippines. In 1986 and again in 1987, he received the Presidential Award, the highest honor available, for preventing Imelda Marcos from withdrawing $130 million in local currency from a joint bank account with the Philippine government as she prepared to leave the country. By dispatching his team for regular and unannounced audits at the bank holding these funds and coordinating with Government Accountability Office auditors, Mr. Eckersley ensured that these resources remained protected.

Mr. Eckersley’s academic foundation included a Bachelor of Science with a double major in accounting and economics from the University of Scranton in Scranton, Pennsylvania, earned in 1966. He also received credentials as a certified public accountant and as a certified government financial manager. These designations have been instrumental throughout his career, enabling him to navigate complex financial landscapes and uphold rigorous standards of accountability. Notably, Mr. Eckersley is fluent in English, Spanish and French.

Active in professional organizations, Mr. Eckersley spent a year as the president of the Scranton chapter of the United Nations Association of the USA. During this time, he brought together representatives of Catholicism, Judaism and Islam for an interfaith luncheon, demonstrating his commitment to inclusivity and cross-cultural understanding. He also arranged for a USAID speaker to address audiences in Scranton.

Mr. Eckersley has always been driven by an interest in overseas work and development efforts that improve lives worldwide. Throughout his career, he met many individuals dedicated to supporting disadvantaged populations, experiences that left an indelible mark on both his professional outlook and personal values. Looking ahead, Mr. Eckersley hopes to continue mentoring individuals who seek guidance, particularly college students exploring future career paths, drawing on his extensive experience across continents and sectors to inspire others toward meaningful service.
